Position Overview
Are you passionate about making a real difference in your community? The East Bay Community Action Program is seeking an experienced and compassionate Manager of LIHEAP / Safety Net to lead our vital energy assistance and food security initiatives. In this leadership role, you'll oversee all aspects of our Low-Income Energy Assistance Program (LIHEAP) and Safety Net services across our East Providence, Newport, and Tiverton Family Centers.
About the Role
As Manager of LIHEAP / Safety Net, you will :
- Lead and mentor a dedicated team of advocates, interns, and volunteers committed to serving low-income families
- Oversee the management and distribution of energy assistance and food pantry services
- Manage budgets effectively to maximize resources and buying power
- Coordinate community outreach efforts and build strong relationships with local partners and donors
- Ensure compliance with all state and federal regulations and LIHEAP program guidelines
- Develop new initiatives to expand services to those in need
- Handle day-to-day operations of family centers and food pantries, including scheduling, client appointments, and application processing
- Monitor program productivity and quality assurance across multiple platforms and databases
- Work directly with fuel vendors to maintain positive relationships and resolve concerns
- Fulfill additional duties as assigned by the Director

Required Qualifications :
High school diploma or GEDPrevious experience navigating LIHEAP benefitsDemonstrated supervisory or management experienceStrong verbal and written communication skillsProficiency with computers and basic office technologyAbility to maintain confidentiality and handle sensitive information professionallyExcellent attention to detail and commitment to compliancePreferred Qualifications :
Bilingual capability (Spanish / Portuguese)Experience serving diverse, low-income populationsKnowledge of state and community resourcesKey Skills & Abilities :
Ability to work both independently and collaborativelyStrong problem-solving and conflict resolution skillsCapacity to establish trusting, non-judgmental relationships with clientsAbility to travel among EBCAP sites and client homesPhysical capability to stand, walk, lift (25+ pounds), and assist with daily living tasks as neededPhysical Requirements
This is a highly active position requiring the ability to stand, walk, bend, kneel, stoop, and climb. You must be able to lift at least 25 pounds using proper lifting techniques or a two-person lift, operate office equipment, navigate narrow spaces, and perform a variety of physical tasks throughout the workday. You'll need excellent communication skills and vision abilities to effectively serve clients and staff.
