About the Role
Coastal Drilling East, LLC is seeking a Senior Project Engineer to join our team in support of a major hydro dam construction program - the first of a series of planned hydro infrastructure projects. The position is geared toward the upfront project development phase, focusing on detailed planning, estimating, subcontractor procurement, activity work plans, and documentation management.
The Senior Project Engineer will serve as a key team member working closely with the Project Executive and Project Manager, ensuring project readiness and alignment before field mobilization. This role requires exceptional communication and writing skills, strong technical and organizational capabilities, and the ability to manage complex information streams across multiple stakeholders.
While the initial focus is on pre-construction and project setup, the position may evolve into an on-site engineering role as projects advance into the construction phase.
Key Responsibilities
Upfront Project Development
- Lead and coordinate the preparation of detailed project work plans, scopes of work, and technical documentation.
- Develop and issue subcontractor RFPs, including scope definition, evaluation criteria, and bid summaries.
- Perform quantity takeoffs, cost estimating, and budget analysis to support proposal and project development efforts.
- Collaborate with the Project Executive and Project Manager to ensure alignment between design intent, technical feasibility, and financial objectives.
- Review engineering drawings, design documents, and specifications for constructability and accuracy.
- Manage communication between internal teams, design consultants, and external partners to ensure timely and complete project documentation.
- Prepare clear and concise written communications, reports, and presentations for internal leadership and client stakeholders.
- Support early-stage permitting and coordination with local and federal agencies.
Construction Support (as needed)
Transition to on-site engineering support as required for project execution.Assist with subcontractor oversight, field coordination, and progress tracking.Review and process submittals, RFIs, and change orders.Monitor project cost performance, schedule adherence, and client communication during active construction.Qualifications
Bachelor's degree in Civil Engineering, Construction Management, or a related technical discipline.Minimum 5 years of experience in heavy civil, marine, or infrastructure construction; hydro or dam project experience is a strong plus.Proven ability to write, review, and communicate technical and commercial project information effectively.Strong experience with estimating, takeoffs, and subcontractor procurement.Demonstrated success in project planning and preconstruction coordination.Proficiency with Microsoft Office Suite and construction management tools (e.g., Procore, Primavera, or similar).Excellent interpersonal skills with the ability to coordinate among clients, designers, and project teams.Willingness to travel or relocate temporarily for field assignments if project needs dictate.Preferred Attributes
Experience in marine construction, heavy concrete structures, or water control infrastructure.Background in multi-project program support or development of repeatable project workflows.Highly organized with attention to detail and accuracy in both written and financial documentation.Physical Requirements
