PACO Group is a New York-based Project Management / Construction Management firm that has worked with agencies such as the MTA and the Port Authority of NY & NJ for more than 35 years. We deliver project controls, inspection, and risk-management services that keep complex civil-infrastructure programs on time, on budget, and compliant with rigorous safety and quality standards.

Position Summary

We are seeking an experienced Risk Manager to lead the development and implementation of enterprise and project-level risk-management frameworks on major transportation and public-works assignments. Reporting to our agency client, you will oversee both qualitative and quantitative analyses-including Monte Carlo schedule and cost simulations-to help owners and contractors understand exposure, prioritize mitigation strategies, and make data-driven decisions across the project life cycle.

Key Responsibilities

Risk Planning & Governance

  • Draft and maintain project-specific Risk-Management Plans, procedures, and escalation pathways.
  • Establish risk appetite and tolerance in collaboration with executive stakeholders.

Identification & Qualitative Analysis

  • Facilitate cross-functional workshops to identify threats and opportunities.
  • Populate and maintain a dynamic risk register, assigning probability / impact scores and owners.
  • Quantitative Analysis

  • Build cost- and schedule-risk models; run Monte Carlo simulations (10k iterations) to generate confidence curves and P-values.
  • Perform sensitivity, correlation, and tornado analyses to pinpoint key drivers.
  • Mitigation & Control

  • Develop response strategies (avoid, reduce, transfer, accept) with cost / schedule impacts.
  • Integrate mitigated risk contingencies into the baseline budget and CPM schedule.
  • Reporting & Communication

  • Produce monthly dashboards and executive briefings that summarize risk exposure (P10 / P50 / P90) and trending.
  • Advise project leadership on contingency draw-down and change-order negotiations.
  • Continuous Improvement

  • Benchmark project performance against historical data and industry KPIs.
  • Coach internal teams on risk culture and best practices.
  • Desired Skills & Competencies

  • Proven command of both qualitative (RAID logs, scoring matrices) and quantitative (Monte Carlo, stochastic cost distributions) methodologies.
  • Advanced knowledge of CPM scheduling, cost engineering, and earned-value principles.
  • Strong facilitation, presentation, and stakeholder-management skills.
  • Analytical mindset with the ability to translate complex data into actionable insights.
  • Software Requirements

  • Primavera P6 and Oracle Primavera Risk Analysis (or @Risk, Crystal Ball).
  • Advanced Microsoft Excel (macros, data-tables) and Power BI for dashboards.
  • Familiarity with cost-management platforms ( e.g., Kahua, EcoSys, Unifier ) is a plus.
  • Qualifications

  • Bachelor's degree in Engineering, Construction Management, Project Controls, or related field (Master's preferred).
  • 8 years of progressive risk-management experience on $100 M infrastructure or industrial projects.
  • PMI-RMP®, AACE I-P, or similar certification strongly preferred.
  • Eligibility to work in the U.S.; ability to obtain agency or airport security clearance as required.
