This is a non-civil service position. Salary Range : $70,338.00 - $112,807.00 Annually.

Job Summary

The Nightlife Coordinator will serve as the City of Baltimore's primary liaison to the nightlife industry, ensuring that Baltimore's late-night economy is vibrant, safe, equitable, and well-regulated. Positioned within the Mayor's Office of Arts, Culture & Entertainment (MOACE), the Nightlife Coordinator will support local businesses, residents, artists, and community organizations by balancing economic development with public safety and quality of life. This role will also work closely with the Deputy Director of MOACE, the Baltimore Liquor Board, law enforcement, and city agencies to develop policies, streamline processes, and strengthen nightlife as a cultural and economic driver for Baltimore.

Essential Functions

Industry & Community Engagement

  • Serve as the central point of contact for nightlife stakeholders, including bars, clubs, restaurants, live music venues, artists, and residents.
  • Build relationships with neighborhood associations, business owners, and cultural organizations to foster collaboration and resolve conflicts.
  • Convene regular forums, roundtables, or advisory groups to give stakeholders a voice in nightlife policy decisions.

Policy & Regulation

  • Collaborate with the Baltimore City Liquor Board, BPD, and other agencies to streamline permitting, licensing, and compliance processes for nightlife establishments.
  • Develop policies and best practices that balance economic growth with safety, noise management, and neighborhood quality of life.
  • Research and recommend national best practices in nightlife governance, including harm reduction, responsible service, and equitable access to nightlife opportunities.
  • Safety & Operations

  • Work with BPD, DOT, DPW, and OEM to coordinate traffic management, sanitation, security, and late-night public safety efforts around nightlife districts.
  • Assist with the development of operational plans for large-scale nightlife events or seasonal activations.
  • Partner with city agencies to improve infrastructure that supports nightlife (e.g., lighting, transportation access, late-night services).
  • Economic & Cultural Development

  • Promote nightlife as part of Baltimore's cultural identity and tourism strategy, in partnership with Visit Baltimore and local businesses.
  • Identify opportunities for grants, sponsorships, and partnerships that support nightlife venues, artists, and creative entrepreneurs.
  • Develop programs and initiatives that highlight nightlife's role in the creative economy, such as live performance showcases, cultural events, or late-night activations.
  • Data & Accountability

  • Track data on nightlife activity, including business performance, safety incidents, and community feedback, to guide policy decisions.
  • Prepare reports and recommendations for MOACE leadership, the Mayor's Office, and City Council on the state of Baltimore's nightlife economy.
  • Minimum Qualifications

    Education : Bachelor's degree in public policy, Urban Studies, Arts / Cultural Management, Business, or related field (or equivalent experience).

    AND

    Experience : At least 35 years of experience in nightlife, hospitality, event management, urban policy, or related industries.

    OR

    Equivalency Notes : Have an equivalent combination of education and experience.

    Knowledge, Skills, and Abilities

  • Strong understanding of nightlife operations, liquor licensing, and community relations.
  • Experience working with multiple stakeholders, including businesses, residents, and government agencies.
  • Excellent problem-solving, negotiation, and communication skills.
  • Commitment to equity, inclusion, and safety in nightlife and cultural programming.

    Background Check

    Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and / or Fingerprint screening, and must be successfully completed.

    Probation

    All persons, including current City employees, selected for this position must complete a mandatory probation.
