The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO), is actively seeking a visionary and accomplished professional to fill the role of Deputy Chief Information Officer (DCIO) . This position plays a critical role in implementing the organization's technology strategy. The DCIO's primary responsibilities include overseeing IT operations, ensuring alignment between technology projects and business objectives, and managing cross-functional teams to deliver strategic initiatives. This role requires coordinating with other department leaders to ensure smooth integration of technology across MDOT, maintaining regulatory compliance, and promoting cybersecurity best practices. The DCIO is also responsible for driving continuous improvement in IT services, overseeing resource allocation, managing budgets, and fostering a culture of innovation and efficiency within the IT team. Through effective communication and collaboration, the DCIO ensures that IT initiatives support MDOT's mission and contribute to the organization's overall success.

The Deputy Chief Information Officer (DCIO) at the Maryland Department of Transportation (MDOT) reports directly to the Chief Information Officer (CIO).

Some of the essential duties of the Deputy Chief Information Officer include, but are not limited to the following :

  • Lead the execution of large-scale enterprise projects aimed at addressing business challenges and achieving organizational objectives.
  • Ensure the stability and resilience of MDOT's IT resources, including robust business continuity and disaster recovery strategies, and lead incident response efforts in the event of emergencies or breaches.
  • Drive organizational alignment by integrating mature cybersecurity and risk management practices into IT operations, evaluating systems effectiveness, and recommending efficient solutions.
  • Champion data management, access, and resource sharing initiatives to support technology transformation efforts, leveraging advanced technology knowledge to accelerate business strategy.
  • Partner with MDOT TSO and Modes to establish and execute change management methodologies, IT strategies, and operational plans to drive business transformation initiatives.
  • Supervise teams responsible for managing IT business functions across all MDOT facilities, providing guidance in project management, problem-solving, and ensuring excellence in customer service delivery.
  • Foster effective stakeholder engagement, collaboration, and communication, keeping senior management and stakeholders informed of project progress and addressing potential concerns or red flags.
  • Promote compliance with regulations and policies, upholding professionalism, integrity, and safety standards, including EEO adherence and fostering a harassment-free workplace.

Qualifications

PREFERRED QUALIFICATIONS :

Education : A bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Business Administration, or a closely related field.

Experience :  Ten (10) years of progressive experience in IT management, with at least five (5) years in a leadership role overseeing IT operations, strategic planning, and execution.

The ideal candidate will possess :

  • Master’s Degree in a relevant discipline or an MBA.
  • Proven experience managing large-scale IT projects and teams.
  • Strong leadership skills with a record of building and leading teams.
  • Ability to align technology with business goals.
  • Experience with budget management, resource allocation, and vendor management.
  • Strong background in cybersecurity and regulatory compliance.
  • Experience fostering innovation and improving IT services.
  • Professional certifications, such as Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP), Certified Information Technology Professional (CITP), or Certified Information Systems Auditor (CISA), are desirable but not mandatory.
