Program Services Coordinator 1

Lane County Youth Services is accepting applications for a Program Coordinator 1 to develop, coordinate, and evaluate Youth Services programs; serve as the primary Oregon Health Authority Assistor for the division; support community partnerships and division training, support fee-for-service and clinical billing for Oregon Health Authority and other revenue sources for the division.

This position supports division work and partnerships mandated by the Federal Consolidation Appropriations Act (FCAA) for reentry services for youth, division workflows for pretrial and adjudicated youth, compliance with program guidelines, standards, and training, coordinates fee-for-service billing through Oregon Health Authority, promotes positive public relations and public education for division programs, and monitors legislation impacting the division.

As a Program Services Coordinator 1 you will work collaboratively, perform specialized administrative work involving research, program development, implementation, and evaluation; provide OHA Assistor services to youth in detention, and support clinical revenue workflows and public relations. Your duties may include, but are not limited to the following:

• Develops, produces and promotes the utilization of a comprehensive program plan.
• Conduct CJIS queries to support detention and juvenile department operations.
• Enroll justice-involved youth in Oregon Health Plan and Medicaid services as an Oregon Health Authority assistor.
• Research and compiles information on needs, services, service delivery and priorities; develops program plans and implementation procedures; coordinates the implementation of the program plans through other agencies, both public and private.
• Establishes and maintains liaison with public and private agencies related to the program; integrates department-administered services, contract agencies and the outside programs into a comprehensive system.
• Administers contracts with outside agencies; monitors service compliance for both those provided in-house and through contract; reviews service fee schedules and reimbursement procedures; interprets and clarifies guidelines and performance standards.
• Provides technical assistance and expert advice in program areas to related to division training and advisory councils, commissions and agencies, both private and public.
• Develops a plan for the utilization of financial and other resources in order to develop a comprehensive and efficient system.
• Attends and participates in meetings and conferences; promotes positive public relations and public education for program.
• Develops and monitors legislation having an impact on program; prepares policy statements.
• Prepares required reports relating to program for department administration, program managers and others

The Program Services Coordinator 1 position works under the general supervision of the Clinical Programs Supervisor, who assigns work, establishes goals, and reviews results for effectiveness through the analysis of performance, reports, and conferences.

About the Division

The Youth Services Division operates 24-hours a day, 7-days a week, and has approximately 65 full-time staff, six program units, and is located in three different buildings on the John Serbu Youth Campus in Eugene, Oregon. The division is comprised of the following units:

• Administration: Division planning and management, data, grants administration, information systems, and administrative support.
• Juvenile Department: Screening, assessment, diversion, and probation services.
• Detention: 10-bed secure intake unit, 16-bed secure stabilization unit, and 16-bed behavioral-focused unit serving youth ages 12-19, including youth being held on adult criminal charges, and health services (medical, dental, mental health, and psychiatric) for youth.
• Clinical Services: Clinical outpatient, closed-custody crisis and stabilization support, psychiatric and MAT support, and youth and family skills support.
• Martin Luther King (MLK) Education Center: A collaboration between the division and Lane Education Service District (Lane ESD). Services provided include alternative school for high-risk, adjudicated, community youth; education for youth in Detention and Phoenix Treatment; horticulture and culinary arts vocational programs; and community service and restitution crews for youth.
• Nutrition Services: Provides approximately 30,000 meals and snacks per year to youth housed in Detention and youth in school and on vocational crews at and through the MLK Education Center.
