Senior Site Liaison

Provide Direct Regional Program Oversight and Support

Supervise and direct an assigned region comprising of multiple afterschool program sites, including respective program Site Liaisons and afterschool program personnel. Utilizing a structured schedule, regularly meet with Site Liaisons to review their progress, performance, program concerns, and goals. Regularly travel to school sites within assigned region to observe and evaluate program effectiveness, including effectiveness of leadership team and personnel. Provide ongoing support to Site Liaisons and their afterschool program personnel, including the communicating and reinforcing of company policy, vision, goals, and program guidelines. Receive and review site liaison site visitation reports. Support Site Liaisons with general human resource procedural and operational issues, including employee performance issues, in cooperation with program site leadership and the company human resources department. Work with Site Liaisons to put together program performance plans for afterschool programs which demonstrate a need for improvement. As needed, support Site Liaisons by conducting site visitations on their behalf, including properly documenting observations of the afterschool program's overall performance per CTFF guidelines. Maintain documentation of site observations consistent with company policy. Report to the Program Director on the overall performance of Site Liaisons and their assigned programs, including program successes and issues requiring further improvement. Obtain guidance from Regional HR Specialist on issues related to personnel management, general HR management issues.

Regularly exercise discretion and independent judgement involving: the evaluation of site visitation reports received from site liaisons where the basis of findings leads to changes in procedures, performance standards or operations; the screening, interviewing and hiring of applicants, including reclassification of existing personnel; the development of methods, procedures, and standards related to afterschool programming (e.g., programming policies, how site liaisons and line supervisors are evaluated, employee performance standards, procedures related to the interaction with third-party program partners, school administrative and district personnel, program performance and effectiveness); and the establishment and/or participation in the formulation of afterschool program policies within the scope of the job (e.g., afterschool programming, supervision and performance of site liaisons, and afterschool program sites and personnel).

Conduct performance evaluations of Site Liaisons, including the planning of long and short term performance goals and objectives. Serve as a support and mentor to Site Liaisons and provide supportive consultation regarding the day-to-day operations of their assigned programs. Maintain healthy and productive relationships with Site Liaisons, program partners, school site administrative personnel and school district personnel, such as the school principal, vice principals, related administrative staff, district officials and representatives. Cooperatively work with Site Liaisons and school site administrative personnel in meeting CTFF contractual goals, fostering a productive afterschool program, representing CTFF through the communicating and enforcing of company policy and procedures, and making recommendations consistent with policy and program operations.

Regularly attend and represent CTFF at monthly site lead meetings. As needed, support Site Liaisons by attending meetings at school sites, including school district or county offices of education for which the site liaison is assigned. Keep up-to-date with changes that may affect CTFF afterschool programs (e.g., changes in grant funding, budgeting) and communicate such changes to site liaisons, with recommendations.

If applicable, establish budgets for specific afterschool program sites. Allocate appropriate grant funds using discretion and independent judgement as to the financial needs of the programs. Put together status reports and submit reports to the Program Director and Deputy Director for review, prior to submission to the appropriate state agency. Prepare for financial audits conducted by the California Department of Education and School District officials (internal audits).

Ensure that site liaisons are maintaining regular attendance records as a requirement for meeting any applicable grant funding requirements. Receive and review attendance records for accuracy and adherence to grant funding terms and conditions.

Planning and Coordination of Events

In cooperation with the Site Liaison, program partners, and afterschool program site personnel, plan and coordinate afterschool program-related events. Events should focus on educational enrichment, learning, the child's personal development, the furthering of CTFF's afterschool program goals, and the meeting of any applicable grant funding conditions.

Interviewing, Hiring and Placement

As needed, support the Site Liaison with their efforts, such as interviewing, evaluating potential Site Leads, and program placement. Ensure Site Liaisons are scheduling interviews of job applicants for placement consideration in a timely manner. Support Site Liaisons with guidance and consultation over hiring decisions. As needed, support the Site Liaison with the assignment of temporary placements at job sites where employee absences were reported. Support Site Liaisons with guidance and consultation regarding decisions to reclassify existing afterschool program site personnel, such as changes in employment status, demotion, promotion, or job reassignment.

Receive and review applicants being considered for the position of Site Liaison (within assigned region). Schedule and conduct initial interviews of applicants. Put together a list of qualified candidates and submit recommendations to the Program Director and Deputy Director. Receive and review candidate feedback from the Program Director and Deputy Director prior to making a hiring decision. Cooperatively work the human resource department involving the interviewing and hiring process.

Academies

Attend and support the academies held monthly. Assist with coordination of academy trainings or activities. Available to serve as an academy trainer. Prepare appropriate training curriculum and other related instructional materials. Regularly communicate upcoming academies to personnel and enforce attendance requirements. Ensure academy content is being regularly communicated to personnel.

Perform Other Duties as Assigned

Follows direction set by the program director. Offer opinions and recommendations of proposed action and decisions that could enhance program efficiency and operations. Attend staff meetings. Perform other duties as assigned.

Qualifications

A four year college degree in related field is required; four years of direct related work experience preferred, including work with non-profit organizations in an educational or after school enrichment setting; proven experience working with children in the field of youth development and community service; proven leadership and management skills; knowledgeable of principles and procedures for personnel selection, training, compensation and benefits, labor relations and personnel information systems; possess strong personnel management skills and be able to effectively and professionally work with and lead management personnel and staff; must possess a California Class C driver's license in good standing; possess a genuine desire to see youth aspire in their educational accomplishments and goals; be able to communicate in and understand the English language with knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; must be able to demonstrate exceptional written, verbal, and interpersonal communication skills; be able to lead and motivate groups and individuals; be able to think creatively and strategically; possess strong project management skills and be able to balance competing priorities, complex situations, and tight deadlines; possess excellent skills in word processing, working with databases; possess high business ethical and moral standards, attributes of honesty and trustworthiness, respectful and sensitive of others, cultural awareness, flexibility, and sound work ethic. Must be able to work in a fast-paced environment; multi-task various assignments given; and be able to meet set job related goals, objectives and timelines.
