Utility Worker

Under general supervision, performs a wide variety of duties in the installation, construction, repair, and maintenance of Contra Costa Canal and related facilities; and performs related duties as assigned.

This classification is responsible for performing the full range of maintenance and repair duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. The Utility Worker primarily performs grounds and facilities maintenance and repair work and is distinguished from the Multi-Skilled Equipment Operator (MSEO) in that the MSEO primarily operates and maintains a variety of equipment and vehicles.

  • Cleans and removes debris from screens, pumping plants, and related facilities; removes debris from areas around Canal facilities such as siphons, check gates, and trash racks; participates in semi-annual cleaning of the canal.
  • Excavates and backfills earth, places riprap, patches erosion pockets in canal banks, and clears drainage ditches.
  • Drives a truck to haul supplies, materials, and equipment and remove excavated materials such as rockfill, gravel, dirt, and other.
  • Constructs, repairs, and maintains fences, gates, cattleguards, bridges, drainage systems, spillways, right-of-way, and related facilities; performs minor repairs and adjustments to radial gates, checks, and turnouts; builds simple forms and mixes and sets concrete; patches concrete canal lining and structures.
  • Breaks, excavates, and removes damaged asphalt and concrete, repairs asphalt, and gravels and drags roads.
  • Performs grounds and open space maintenance duties, including operating farm-type wheeled tractors and power attachments, such as mowing blades, in mowing canal banks; clears downed trees and trims trees; performs weed abatement; drains flooded areas.
  • Repairs, cleans, and maintains water distribution systems and facilities including multi-purpose pipeline.
  • Cleans and prepares canal side structures for painting; applies protective paints and compounds.
  • Learns and performs welding, fabrication, and assembling of parts, tools, and equipment as needed.
  • Performs general carpentry, plumbing, pipe fitting, painting, and building maintenance and custodial duties as needed.
  • Operates various air, electric, gasoline, and hydraulic powered equipment such as tampers, jack hammers, pavement breakers, portable pumps, sandblasting and steam cleaning equipment, brush or spray gun, sprayers, tractors with power attachments, farm-type wheeled tractors and power attachments, skid steer, and related equipment.
  • Performs preventative maintenance and care of equipment, tools, and vehicles used; inspects, services, and makes minor adjustments to equipment used.
  • Controls traffic around work sites to ensure safe conditions for the general public, consultants / contractors, and District workers.
  • Maintains shop and working areas in a clean and orderly condition.
  • Learns to read and interpret as-builts, maps, schematics, drawings, diagrams, and related technical documentation.
  • Uses computerized maintenance management system (CMMS) to receive work orders and maintains accurate logs, reports, and records of work performed and materials and equipment used.
  • Observes and complies with all District and mandated safety rules, regulations, and protocols.
  • Performs related duties as assigned.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be :

Equivalent to completion of the twelfth (12th) grade.

Two (2) years of experience in utility and / or public works-related maintenance and construction work.

Possession of a valid California driver's license to be maintained throughout employment.

Knowledge of :

  • Principles, practices, techniques, equipment, and tools required for installing, constructing, maintaining, and repairing equipment and facilities found in Contra Costa Canal.
  • Basic methods and techniques of carpentry, grounds and open space maintenance, and related trades.
  • Operational characteristics, use of, and maintenance requirements of equipment, vehicles, and related hand and power tools required for the work.
  • Traffic control procedures.
  • Occupational hazards and standard safety procedures related to the work.
  • Basic mathematic techniques.
  • Principles and procedures of record-keeping.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
  • The structure and content of the English language to effectively perform the work.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Ability to :

  • Perform a variety of maintenance tasks in the construction, installation, repair, and maintenance of Contra Costa Canal and related facilities.
  • Perform grounds and open space maintenance at various District facilities and surrounding areas.
  • Learn and understand the organization and operation of the District and of outside agencies as necessary to assume assigned responsibilities.
  • Learn principles and practices of resource management, including weed management, pond maintenance, and identification of habitats.
  • Learn to read and interpret as-builts, maps, schematics, drawings, diagrams, and related technical documents.
  • Learn and apply methods and techniques of welding / fabrication.
  • Set up and operate traffic control around construction areas.
  • Safely and effectively use and operate a vehicle and tools and equipment required for the work.
  • Learn, understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
  • Maintain a variety of filing, record-keeping, and tracking systems.
  • Make accurate mathematical computations.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  • Demonstrate understanding of, sensitivity to, and respect for the diverse socio-economic, racial, ethnic, religious, and cultural backgrounds, diverse abilities, gender, gender identity and expression, and sexual orientation of District staff and communities served.
  • Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp, and make repetitive hand movement in the performance of daily duties; to climb and descend ladders; to operate various equipment and tools; to operate a motor vehicle and visit various District sites; and vision to read printed materials and a computer. The job involves fieldwork requiring frequent walking in operational areas. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to carry, push, pull, and lift materials and objects weighing up to 90 pounds with the use of proper equipment.

    Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, chemicals, mechanical and / or electrical hazards, hazardous physical substances and fumes, dust, and air contaminants. Employees may be exposed to blood borne pathogens. Employees may be required to work outside their normal workweek / workday which may consist of evenings, weekends, and holidays.
