Public Works Technician

This is unskilled or semi-skilled labor in the construction and maintenance activities of Public Works or responsible skilled work in the operation and maintenance of various equipment used in Public Works. Employee may be required to operate a variety of small to heavy construction equipment and to perform laboring duties. Level at time of hiring is dependent upon meeting education and experience requirements.

Level I Technician (Depending on Assignment) Job Summary : Level I Technicians perform manual and semi-skilled labor tasks related to various construction, maintenance, and repair activities, including refuse collection, water systems, traffic signals, HVAC systems, and vehicle maintenance. Key Responsibilities :

• Construction & Maintenance Tasks : Assist in the construction and maintenance of water, wastewater, and reclaimed distribution systems. Perform tasks such as digging, laying pipes, repairing hydrants, and setting concrete. Maintain right-of-way areas, including landscaping and pavement marking installation. Assist in various maintenance operations, such as traffic signal and streetlight repairs. Perform HVAC filter changes, light bulb replacements, and basic vehicle maintenance.
• Vehicle & Equipment Maintenance : Conduct routine maintenance on City vehicles and mechanical equipment (fluid and filter changes, brake checks, electrical repairs). Repair hydraulic cylinders, cooling systems, and air conditioning units. Perform errand tasks such as picking up / delivering materials and equipment.
• Safety & Communication : Adhere to safety protocols and use safety equipment to ensure safe work practices. Communicate effectively with supervisors, coworkers, contractors, and the public.
• Documentation & Reporting : Interpret and process various forms, reports, and work orders. Maintain accurate records of tasks completed and equipment maintained.

Education & Experience

Education & Experience Level I Technician : High school diploma or equivalent. At least one (1) year of experience in manual labor, construction, or a closely related field (depending on assignment).

Level II Technician (Depending on Assignment) : 10-Hour OSHA General or Construction Industry Certification. Lock Out / Tag Out Certification. Florida Commercial Driver's License (CDL) Class B Permit. Electrical Safety Training. Fleet Safety Training. FDOT Intermediate Temporary Traffic Control Certification. FWPOCA Basic Electrical Safety. Backflow Assembly Tester License.

Level III Technician (Depending on Assignment) : All Level I & II requirements (depending on assignment). 30-Hour OSHA General or Construction Industry Certification. Florida Commercial Driver's License (CDL) Class B. Tanker Endorsement. FEMA IS-0552 Certification. Basic HVAC Maintenance Certification. FDOT Intermediate Temporary Traffic Control Certification. ASE Certification (1 total). IMSA Signs & Markings Level 1 Certification. Collections Operations SWANA Certification. FWPOCA Basic Electrical Safety. Meter Repair Certification. FWPCOA UMM III Certification. Various Equipment Internal Certifications. Division Leader Interview.

Level IV Technician (Depending on Assignment) : All Level I, II & III requirements (depending on assignment). FEMA IS-0558 Certification. IMSA Roadway Lighting Tech 1 Certification. ASE Certifications (5 total). IMSA Signs & Markings Level 2 Certification. FWPCOA Stormwater C Certification. FSA SESC Inspector Certification. Confined Space Certification. FDEP Water Distribution License Level III. FWPCOA Wastewater Collection C Certification. Meter Repair Certification. Backflow Assembly Repairer Certification. FWPCOA UMM II Certification. Various Equipment Internal Certifications or Relevant Years of Experience. Branch Director Interview.

Level V Technician (Depending on Assignment) : 8 Hours of Leadership Training. 80 Hours of Crew Supervisor / Chief Mechanic Shadowing. IMSA Traffic Signal Tech 1 Certification. Confined Space Entry Training. FWPCOA Stormwater B Certification. FDEP Water Distribution License Level II or III. Backflow Assembly Tester License. FWPCOA Wastewater B or C Certification. ASE Certifications (6 total). EVT Certifications (3 total). Various Equipment Internal Certifications or Relevant Years of Experience. Public Works Director Interview.

Special Requirements

Driver's License Requirements : Must possess a valid Florida driver's license with an acceptable driving record (non-commercial Class "E" or Commercial Driver's License Class "B"), depending on assignment, or have the ability to obtain one as required by the hiring supervisor. This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City's current Drugs and Alcohol policy. During local emergencies, this position may require employees to report for emergency tasks, which could result in extended work hours or time away from family. The Incident Commander and the employee's department head will determine who is required to work.
