Federal Programs And Non-Public Schools Supervisor

The Federal Programs and Non-Public Schools Supervisor is responsible for overseeing grants and initiatives established by the Allegheny Intermediate Unit, the Pennsylvania Department of Education, and the U.S. Department of Education. The individual in this role is responsible for federal and state programs, as well as data-informed decision-making for non-public schools. The supervisor leads contracted Title I Non-Public Services for school districts in accordance with the Every Student Succeeds Act (ESSA) and ensures full compliance with federal and state grant regulations.

Additionally, this position serves as a contracted Federal Programs Supervisor for school districts through shared services agreements. The individual collaborates with multiple stakeholders to design, implement, and oversee federal and state services for non-public schools, provides expert consultation, and interprets education policies to ensure effective program delivery.

Duties and Responsibilities:

  • Leads the program's strategy and serves as the primary point of contact for the delivery, oversight, and contracting of Equitable Services. Directs the planning, development, and execution of contracted Title I and other applicable non-public services on behalf of partner school districts across Western Pennsylvania.
  • Establishes and sustains strategic partnerships with school district and non-public school leadership to ensure ongoing compliance with Title I non-public service requirements. Chairs mid-year review meetings between AIU instructional staff, non-public school officials, and building leaders. Oversees consultation processes with non-public stakeholders and supervises all aspects of program monitoring and alignment with federal mandates.
  • Supervises and evaluates the delivery of instructional services within the Non-Public Schools Program, including Act 89 and Title I Reading and Math. Provides leadership, coaching, and oversight to teaching and counseling staff and ensures effective implementation of assessments, data collection, and compliance with state monitoring protocols.
  • Develops, oversees, and ensures fidelity of Title I documentation systems, including digital tools (Microsoft Excel, Google Forms, program data system) used for service tracking and data management. Validates and compiles data for district-level reporting and compliance verification.
  • Serves as the lead administrator for federal and state grant initiatives directed to non-public schools. Designs and delivers professional development and technical assistance to inform stakeholders of entitlements, procedures, and program updates.
  • Directs and approves the procurement process for grant-funded purchases, conducting thorough reviews and audits to ensure alignment with state and federal procurement regulations and grant-specific guidelines.
  • Oversees compliance operations related to federal and state grant monitoring, including required reporting, asset tracking, inventory audits, and allowability determinations to maintain fiscal integrity and programmatic effectiveness.
  • Serves as the contracted Federal Programs Supervisor for multiple local school districts, guiding the strategic use and regulatory compliance of annual federal allocations under Titles I, II-A, IV, and VIII. Provides high-level consultation and ensures district adherence to federal education laws and funding conditions.
  • Provides sustained, high-level technical assistance to school districts and non-public schools, with a focus on regulatory compliance. Advises and supports stakeholders in interpreting and applying federal and state requirements to ensure consistent adherence to programmatic, fiscal, and procedural expectations.

Qualifications:

  1. Valid PA Principal or Supervisory certification. Experience in non-public school services, federal and state grants preferred.
  2. Working knowledge of Title programs and other Federal programs specific to non-public schools and the impact on public school districts.
  3. Excellent written and oral communication skills and ability to utilize these skills with various stakeholders (PDE, PAFPC, Federal Coordinators, Public and Non-Public Administrators, NPSP Supervisors, and Colleagues).
  4. Demonstrated proficiency MS Office, and ability to learn new software applications.
  5. Effective verbal and written communication skills.
  6. Ability to build trust and positive working relationships with multiple internal and external stakeholder groups.
  7. Ability to analyze and resolve complex issues, while remaining logical and interpersonal.
  8. Excellent collaboration and leadership skills.
  9. Ability to prioritize tasks, meet deadlines, and work under pressure.
  10. Self-motivated, independent, cooperative, flexible, creative, and responsible.
  11. Ability to comply with the AIU Conduct policy

Additional Requirements:

  1. Current Act 114, Act 34 and Act 151 required prior to an offer (Must be dated within 1 year of hire date).
  2. School Personnel Health Record (Form H511.340 (8/2011)) must be completed and received by Human Resources prior to hire date.
