Budget Analyst

Are you looking to use your analytical skills to serve Oregonians and protect our environment? Apply to be our next Fiscal Analyst (Fiscal Analyst 2) by November 16th, 2025! We're offering a hybrid work schedule! Some in-office work will be required, terms of hybrid work will be discussed and agreed upon between the hiring manager and successful candidate.

Make a Difference for Oregon. The Department of State Lands (DSL) manages the lands that help fund our public schools and protects the state's waterways and wetlands for the many benefits they provide. Our stewardship ensures vital natural and financial resources contribute to a vibrant, healthy Oregon now and forever. The DSL team makes a difference for Oregonians every day. As our Fiscal Analyst, you will too.

In this position, you will assist in the development of the agency's biennial budget and in the management of the agency's financial reports. The successful candidate will be responsible for managing a segment of the Department's budget development, execution, financial reporting, and performance monitoring to the management.

This is a full time, permanent position and is represented by the American Federation of State, County, and Municipal Employees.

What's in it for you?

  • Serve as our financial expert on a team of seasoned fiscal analysts and accountants to protect Oregon's state-owned land and waterways.
  • Receive 1-on-1 mentoring and support from natural resource experts.
  • Join an organization with smart, driven, co-workers who care about Oregon's economy, environment, and communities, and their co-workers.
  • Gain full benefits with 95% to 99% of medical insurance premiums paid by the agency for full-time employees, including mental health and alternative care coverage.
  • Accrue 8 hours of sick leave and at least 8 hours of vacation leave per month, with your vacation leave accruals increasing every 5 years.
  • Receive 11 paid holidays, 1 floating holiday, 3 personal business days and other employee benefits such as optional insurances and flexible spending plans.
  • Automatically enroll into the Public Employees Retirement System (PERS) after 6 months of full-time service.
  • Earn the initial monthly salary range for this position starting at $5,320 - $8,141 for employees new to DSL; current PERS participating members start at $5,690 -$8,707. Starting pay is determined by a pay equity analysis.

Working Conditions :

Your work as our Fiscal Analyst will be in a standard indoor office environment. This includes regular computer use and at times, working in a fast-paced environment with multiple demands. This position requires the ability to work on multiple tasks, sometimes under pressure of high priority deadlines. The successful candidate will have occasional, required overnight travel and driving. DSL provides agency-maintained vehicles and reimbursement for travel expenses for authorized, on-the-job travel. Sometimes, especially during budget development season and Legislative session, heavy workload will require irregular work hours.

What you will be doing :

  • Prepare and maintain complex financial spreadsheets and records for budget reporting of the divisions' financial data in Excel.
  • Gather, research, and analyze financial information; reach valid conclusions, and make sound recommendations for ensuring accuracy of budget-related outcomes.
