Government Operations Consultant III

This is a professional position within the Bureau of Preparedness and Response, Training and Exercise Section. The incumbent will support Florida's public health emergency preparedness efforts by designing, developing, delivering, and evaluating trainings and exercises that enhance the state's ability to respond to all-hazards emergencies.

The ideal candidate is a creative and innovative professional who understands instructional design and exercise planning and is comfortable collaborating and engaging with partners across multiple agencies. This position will require frequent travel and participation in emergency response operations.

Specific Responsibilities

  • Training Development and Delivery
  • Design, develop, and deliver both in-person and virtual trainings using adult learning principles and instructional best practices.
  • Create engaging and visually effective course materials, including PowerPoint presentations, facilitator guides, and learner handouts.
  • Exercise Review, Design & Delivery
  • Lead and support the design, development, conduct, and evaluation of discussion-based and operations-based exercises in alignment with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines.
  • Develop exercise documentation including Exercise Evaluation Guides (EEGs) Situation Manuals (SitMans), Exercise Plans (ExPlans), Controller / Evaluator handbooks, AAR / IPs, and other planning products.
  • Coordinate exercise planning meetings and briefings with internal and external partners.
  • Evaluate exercises using established materials that reflect current policies, plans, and procedures, and develop after-action reports based on collected feedback and assessments.
  • Collaboration and Engagement
  • Serve as a Technical Assistance Coordinator to County Health Departments, facilitating collaboration for trainings and exercises.
  • Participate in the development of the Department's Integrated Preparedness Plan (IPP) and assist counties in creating their individual IPPs.
  • Represent the Bureau at state conferences, trainings, meetings, and statewide exercises.
  • Emergency Response and Readiness
  • Serve in an assigned role within Emergency Support Function 8 (Health and Medical) during disaster responses or activations.
  • Be available for deployment to disaster-affected areas, staging areas or Special Needs Shelters, and willing to work extended hours, nights, weekends, or holidays during emergency events.
  • Complete and maintain required training to demonstrate competency in assigned emergency response roles.
  • Administrative and Logistical Support
  • Support and facilitate meetings and workshops; take meeting minutes and ensure follow-up actions are documented and tracked.
  • Other duties as required.

Required Knowledge, Skills, and Abilities

  • Knowledge of adult learning concepts, instructional design, and training methods.
  • Knowledge of public health preparedness and emergency management principles.
  • Knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Knowledge of methods of compiling, organizing, and analyzing data.
  • Knowledge of problem-solving techniques.
  • Knowledge of research techniques.
  • Skilled in creating engaging visual training materials and presentations.
  • Skilled in planning, conducting, and evaluating trainings and exercises.
  • Ability to work independently and manage multiple projects with deadlines.
  • Ability to collaborate and communicate effectively with diverse partners and audiences.
  • Ability to travel frequently and respond during emergencies as needed.
  • Proficiency in Microsoft Office Suite (PowerPoint, Word, Excel).
  • Qualifications

    Minimum Qualifications

  • At least two (2) years of professional experience in training development, instructional design, or exercise planning in a public health, emergency management, or related experience.
  • Valid driver's license and ability to travel regularly within Florida.
