Position Summary

The Payroll Accountant / Manager plays a vital role in ensuring payroll compliance, auditing payroll records, and maintaining adherence to all applicable federal, state, and local laws. While this position does not process payroll directly, it serves as the subject matter expert for payroll compliance and governance — overseeing wage audits, certified payroll reporting, and ensuring proper classification and documentation practices.

This individual works closely with HR, Finance, and the Payroll Processor to ensure data accuracy, mitigate compliance risks, and drive process improvement across the organization.

Key Responsibilities

Ensure payroll policies and procedures comply with all applicable laws and regulations.

Audit payroll and timekeeping data for accuracy and compliance.

Review wage rates, job classifications, and pay rules for proper application of FLSA, Davis-Bacon, and prevailing wage requirements.

Oversee the preparation and submission of certified payroll reports for public and prevailing wage projects.

Serve as the primary contact for wage audits and regulatory inquiries.

Partner with HR and Finance to implement best practices in payroll governance.

Maintain up-to-date knowledge of wage and hour laws, fringe benefit rules, and tax requirements.

Conduct regular internal payroll audits and reconcile payroll data to the general ledger.

Prepare payroll-related reports for finance, leadership, and external entities (e.g., insurance, benefits, retirement).

Recommend and implement process improvements for accuracy, efficiency, and compliance.

Support compensation-related policy development and system upgrades.

Education & Experience

Bachelor’s Degree in Accounting, Finance, or a related field required.

5+ years of payroll accounting or compliance experience required.

Experience in construction industry payroll compliance preferred.

CPP (Certified Payroll Professional) designation preferred.

Proficiency with Sage 300, QuickBooks, or similar ERP systems .

Skills & Competencies

Deep knowledge of payroll compliance, wage and hour regulations, and multi-state tax reporting.

Strong analytical and auditing skills with exceptional attention to detail.

Ability to interpret and apply federal and state labor regulations.

Excellent organizational and documentation abilities.

Strong Excel skills and comfort with payroll and accounting systems.

Excellent communication and interpersonal skills; ability to work collaboratively across teams.

Demonstrated integrity and confidentiality in handling sensitive data.

Work Environment

Professional, fast-paced office setting.

Standard business hours with occasional extended shifts during reporting deadlines.

Sedentary work with routine use of computers, phones, and standard office equipment.

Occasional driving required between company locations.
