LEGAL COUNSEL – BOARD OF ETHICS

City of Chicago

Annual Starting Salary : $83,052

Number of Positions : 1

Job Announcement

Applications for this position will be accepted beginning 10‑28‑25 until 11 : 59 p.m. CDT on 11‑10‑25.

Essential Duties

  • Conduct in‑depth research into legal issues relative to ethics and campaign financing.
  • Provide legal counsel to department staff engaged in administering the Governmental Ethics Ordinances and the Illinois Freedom of Information and Open Meeting Acts.
  • Respond to inquiries from City employees, operating departments, and the City Council concerning financial disclosure procedures, alleged misconduct, campaign contributions, and other ethics‑related matters.
  • Evaluate pending legislation and draft advisory opinions interpreting the Governmental Ethics Ordinance.
  • Survey and track ethics‑related practices, cases and legislative changes and developments throughout the United States at the federal, state, and local levels.
  • Prepare written summaries of ethical standards in surveyed governmental agencies.
  • Oversee the work of clerical and professional employees engaged in gathering and analyzing collected data from various jurisdictions.
  • Participate in the conduct of ethics training for City employees, as required.

Schedule

  • Days : Monday–Friday
  • Hours : 8 : 30 a.m. to 4 : 30 p.m.
  • This position is exempt from the Career Service.
  • Qualifications

  • Graduation from an American Bar Association (ABA) accredited law school.
  • At least three years of work experience as a licensed attorney.
  • Admission to the Illinois Bar (or eligibility for admission by motion to the Illinois Bar pursuant to Illinois Supreme Court Rule 705).
  • Desired Skills

  • Knowledge of ethics, campaign financing and lobbying laws.
  • High level of legal analysis experience.
  • Demonstrated knowledge of government and administrative law.
  • Previous experience in policy development.
  • Proficiency with Microsoft Office Suite.
