Supervisory Human Resources Specialist

The selectee will serve as Supervisory Human Resources Specialist in the Human Capital Management Group, Labor and Employee Relations Department of NAVAIRWARCENAC DIV. Responsibilities include administering, supervising, evaluating, or performing technical work concerned with labor and employee relations in the Federal service. This includes establishing and maintaining an effective labor-management relationship at the NAWC; negotiating and administering labor agreements and otherwise conferring with labor organizations on behalf of management. The role also involves working with management, individuals and informal groups in matters such as supervisor-employee relations; employee conduct and performance; and employee rights, grievances, and appeals; employee communications and services. Additionally, the selectee will develop and conduct trainings, including targeted training on a broad scope of labor and employee related topics for management and the NAWCAD HCM community for in-house continuous learning. The selectee will supervise and provide oversight of a staff of human resources specialists in the operational aspects of human resources management and accomplish other duties as assigned.

Qualifications

Your resume must demonstrate at least one year of specialized Human Resources Specialist experience equivalent to the next lower NM-03 STRL Pay Band or equivalent GS-Grade Level (GS-09 / 12) or equivalent pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include : advising management on complex labor and employee related issues and Special Employee Programs; demonstrating working knowledge of LER and Special Programs such as : Alternate Dispute Resolution (ADR), Management Inquiry Program, Worker's Compensation; Voluntary Leave Transfer Program, Performance management, and Drug Free Workplace Program; handling labor management related issues and contract changes and negotiations; developing and maintaining metrics on program activities; participating in developing and conducting training of labor and employee related topics for management and program stakeholders; and leading, coordinating, and assigning work assignment to staff members based on organizational priorities and capabilities of staff members.
