Job Description

WIN Waste Innovations is a waste management company committed to delivering essential waste management solutions to customers and communities supported by our team of 2,100 employees. We believe in preserving our environment for future generations while providing for today's needs. WIN Waste Innovations is a vertically integrated business with a platform of 50 strategically located collection, transfer and disposal assets. These include waste-to-energy facilities, transfer stations, ash monofills, landfills, and fleets of rail cars and collection vehicles. We process more than 11 million tons of waste annually, converting million tons of waste into clean, renewable energy that powers 340,000 homes. We recycle more than 234,000 tons of plastic, paper and metals from the waste stream.

We are looking for an Environmental, Health & Safety (EHS) Manager. The EHS Manager possesses knowledge and understanding of environmental and safety regulations and standards as well as a having a strong presence in the facility to coordinate, direct and monitor all plant EHS compliance, programs, issues and results. The EHS Manager will develop policies and procedures and implement EHS programs as specified under Company and Federal/State regulations and guidelines to ensure compliant and legal operation and maintenance of the facility to achieve Company objectives.

Essential Safety Functions:

  • Ensures managers and supervisors are properly trained in health and safety regulatory requirements, accident/injury investigation and root cause analysis
  • Ensures operational management conducts regularly scheduled safety meetings with drivers, shop employees, office employees, and management on safe driving and working principles.
  • Coordinates accident investigations and accident reporting for the Company.
  • Ensures root-cause analyses are conducted for each accident and injury. Reviews statistical documentation for trends.
  • Ensures Driver evaluations and re-evaluations are conducted in accordance with Company standards.
  • Develops or requisitions teaching aids ( Smith System; DriveCam) to enhance drivers proficiency and safe driving habits.
  • Ensures pre-employment, random and post-accident/post-injury drug testing practices meet regulatory and Company standards.
  • Ensures all accident registers and files, safety and workers' compensation records and Driver certification files are maintained.
  • Conducts and records employee observations, premise and shop inspections and periodic vehicle safety inspections.
  • Provides accident data, and accident reduction goals to management. ( TRIR, DART, CFR)
  • Liaison and manages third party safety consultants regarding loss control and claims management.
  • Performs other job-related duties as assigned.

Essential Environmental Functions:

  • Implements and follows policies and procedures necessary to meet requirements of environmental, policies, and federal, state, county or local environmental, regulations, laws, and standards and corporate environmental policies and standards.
  • Implement WIN Waste Innovation's environmental, training programs for facilities. Arrange, coordinate and perform environmental training, including new employee (on-boarding) orientation and on-going training programs. Evaluate training methods and presentations used by Shift Supervisors and Work Group leaders.
  • Develops and implements monitoring programs for, solid waste generation and water discharges to meet the requirements of federal and state regulations, laws and regulations, and corporate environmental, health and safety policies.
  • Implements, follows and assists in enforcement of corporate policies and procedures to assure an environmental compliant, safe workplace for all employees, contractors, and visitors.
  • Maintains compliance with company internal policies and procedures to address loss prevention and control.
  • Monitors the plant's operation in compliance with all federal, state, county and local operating permits.
  • Conducts plant environmental, inspections and prepares reports.
  • Ability to act as an Emergency Coordinator.
  • Point of contact for communication, documentation and reporting to all agencies.
  • Maintains accurate filing system for environmental compliance records, including permit applications, permits, records, operating logs, test reports and monitoring reports.
  • Maintains internal reporting and information systems and communicates non-compliance events, public/media issues, and environmental testing/inspection activities to facility and Headquarters personnel.
  • Assists the Plant Manager/General Manager and Headquarters personnel in reporting of non-compliance events to federal, state, county, or local regulatory agencies. Assists corporate personnel as directed in ensuring that company and regulatory requirements are met in facilities.
  • Incident Management-assemble report for each environmental compliance incident. Lead Root-cause evidence gathering; perform evidence collection and stakeholder meetings.
  • Training and Drills -- Assist Safety Manager to plan, evaluate, and critique emergency Drills. Invite fire department and emergency service to walk the facility and to participate in drills annually.
  • Attend and participate in plant morning meetings to evaluate management commitment, function, and effectiveness. Provide input on environmental compliance related matters, continuous improvement projects, share best practices; keep abreast of current plant issues. Periodically meet with Plant Manager/General Manager and Operations Manager to discuss hot/open environmental compliance issues, requests for information, regulatory interpretations, AFE/change management input, etc.
  • Must acquire skills to learn and operate corporate software and hardware for Continuous Emissions Monitoring (CEM) Acquisition, EHS compliance assurance calendar, incident reporting and audit management, preventative maintenance, document control, and PI process data.
  • Completes on-boarding training programs within the time frame prescribed, and requests support from corporate EHS staff when necessary.
  • Follows standard environmental and safety procedures, corrects safety and environmental hazards.
  • Reads, understands, and implements environmental rules as described in company documents such as the Rules Books and other procedure manuals.
  • Communicates clearly and concisely both verbally and in writing; as well as communicates clearly whether using in-situ intercom system, two-way radio or face to face.
  • Anticipates typical problems, identifies potential or recurring problems, and takes appropriate action.
  • Recordkeeping -- Complete all entries in Company Incident Management System within 2 days after the incident has occurred. Complete all EHS Database weekly entries.
  • Professional Development (PD) -- develop annual PD goals and improvement tasks.
  • Assists corporate personnel as directed in ensuring company and regulatory requirements are met in other WTI facilities.
  • Participate in Corporate conference calls.
  • Participate in school programs, tours, and other public presentations as appropriate.
  • Support compliance with WIN Waste Innovation's health & safety programs and procedures to ensure a safe workplace for all employees, contractors, and visitors. Assist in enforcement of health and safety policies and procedures. Actively verify that employees comply with Safety Rules Book, Risk Analysis, Safe Job Briefings, and State and Federal Regulations. Assist in intervention/counseling of employees. .
  • Support PMO (Corporate Project Management Office) projects as directed.
  • Performs other duties, as assigned
  • Completes the weekly EHS report for each facility where there is responsibility by Friday to ensure Corporate EHS has time to review.

Education/Experience:

  • Bachelor of Science Degree in Engineering, Environmental or Science, Safety, Occupational Health or equivalent, in or related to EHS.
  • 5 or more years of experience with EHS compliance programs. Experience with CEMs, emissions testing, and Title V preferred.
  • Working and practical knowledge of risk management, industrial health and safety rules and regulations to include OSHA/DOT/FMCS/EPA.
  • Sufficient knowledge, experience and understanding of environmental requirements to implement related policies and procedures.
  • Prior experience working with local, state and federal regulatory agencies and involvement in negotiations preferred.
  • Waste or transportation industry experience preferred.

Certificates and Licenses:

  • Have, obtain and maintain licenses as required by Local, State, Federal, environmental and/or health/safety regulatory agencies

Supervisory Responsibilities:

  • Leads, guides, and influences 1-70 employees

Computer Skills:

  • Operate fire extinguishing equipment ranging from hand held extinguishers to 200 lb portable units
  • Access confined spaces and pressure vessels through standard 12" by 16" manways
