Program Manager (Deputy Air Commander)

The primary purpose of the PROGRAM MANAGER (DEPUTY AIR COMMANDER), GS-0340-14, is to provide leadership and management of the flying unit, to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission.

This position is concurrently announced with AGR 26-022 and DSG. Only one of the announced positions will be filled. Referral and selection will be IAWCNGFPR335. May make additional selections within 90 days of eligible(s) issuance.

California National Guard membership is required : This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

Compatible Military Assignment and Grade are required. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position.

Priority areas of consideration : Priority consideration is first given to the areas below.

• Current California National Guard employees who are serving on a permanent / indefinite / temporary appointment.
• Current California National Guard members.
• Current military members of the Air Force / Army National Guard, Air Force / Army Reserve or Air Force / Army Active Duty.

Military Grades : O-6

Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Security Clearance : at a minimum a National Agency Check is required.

General Experience : Possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; Supervisory, managerial, professional or technical work experience and / or training which has provided knowledge of management principles, practices, methods and techniques; Experience using computer and automation systems.

PROGRAM MANAGER (DEPUTY AIR COMMANDER), GS-0340-14 : Must have at least one year of specialized experience, equivalent to at least the GS-13 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by : experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Must have knowledge of the organization and its mission and utilized the organizational staff procedures; Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions; Experience in managing the function of the work to be performed; Experience which includes leading, directing and assigning work of personnel.
