Human Resources Specialist (Mil)

This is a National Guard Title 32 Excepted position for a Human Resources Specialist (Mil), Position Description Number PDD1105000, and is part of the SC MILPO, South Carolina Army National Guard. Responsibilities This position is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG). The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the state, and oversee the functions of one of the following human resource programs : Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Standard Installation and Division Personnel System (SIDPERS), or the Personnel Services Section. Work performed is in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services.

Qualifications This Is A National Guard Title 32 Excepted Service Position Open To The Following Area Of Consideration (AOC) : Area of Consideration : This position is open to Area 1 Only. Area 1 : Current employees of the South Carolina Army National Guard (Tenure 1 and 2) Area 2 : Current members of the South Carolina Army National Guard Area 3 : Any individual eligible for membership in the South Carolina Army National Guard

• Note- Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.

General Experience Requirements : Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems. Specialized Experience Requirements : Parenthetical titles may be used with the basic title of the position to further identify the duties and responsibilities performed and the special knowledge and skills needed. For all positions, 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Conditions Of Employment : 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. May occasionally be required to work other than normal duty hours; overtime may be required. 5. The duties and responsibilities of your job may significantly impact the environment. Education Substitution of Education for specialized experience : Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
