SHIP Senior Administrator

Compensation : $91,763.27 - $146,821.25

Job Description : The SHIP Senior Administrator supports the department Director in overseeing the planning, financial management, and compliance functions of the State Housing Initiatives Partnership Program (SHIP). This role requires strong accounting and budget oversight skills to track program expenditures, reconcile income, and ensure adherence to statutory requirements, the Local Housing Assistance Plan (LHAP), and Florida Housing Finance Corporation (FHFC) reporting standards. The SHIP Senior Administrator works directly with the Affordable Housing Advisory Committee (AHAC) and other stakeholders to ensure that SHIP funds are efficiently managed and strategically invested to address affordable housing needs.

Essential Job Functions :

  • Assists with preparation, updates, and amendments to the LHAP.
  • Helps the department director coordinate, develop, and recommend affordable housing strategies consistent with SHIP rules, local needs, and AHAC input.
  • Provides technical support to AHAC, including agenda preparation, reporting, and policy review, as assigned.
  • Tracks SHIP allocations, expenditures, program income, and recaptured funds to ensure compliance with LHAP budgets.
  • Prepares financial reports, reconciles accounts, and maintains detailed records in compliance with state and County fiscal requirements.
  • Monitors contracts, invoices, and payments to subrecipients, contractors, and vendors, ensuring accuracy and accountability.
  • Supports the SHIP Administrator in developing program budgets, forecasts, and financial strategies.
  • Ensures program activities comply with Florida Statute, Florida Administrative Code, FHFC, and other associated County ordinances, policies, and / or requirements.
  • Tracks income set-asides, strategy performance, and unit production goals.
  • Assists in preparing annual reports and monitoring responses for submission to FHFC.
  • Prepares and publishes Notices of Funding Availability (NOFAs) and other public communications.
  • Coordinates with County departments, AHAC members, non-profits, lenders, and contractors to implement SHIP strategies.
  • Represents the program in public meetings, outreach events, and community forums, as assigned.
  • Reviews SHIP applications for eligibility and compliance, providing education and guidance to applicants on program requirements and responsibilities.
  • Drafts SHIP-related legal documents, including promissory notes, mortgages, and satisfaction or recapture releases.
  • Assists with project monitoring, inspections, lien placement, and recapture processes.
  • Maintains accurate applicant and project records for audits and state monitoring.
  • Assists with internal and external audits, oversight reviews, and monitoring visits conducted by regulatory or funding agencies.
  • In the absence of the Administrator of Grant Services and / or Project Manager II, performs SHIP Program duties within the scope of acquired skills, training, and certifications to ensure continuity of program operations and service delivery, as assigned.
  • Completes special projects, technical assistance requests, and reporting assignments, as assigned.
  • Works directly with the County Attorney's office, as needed.
  • Performs additional related duties as required to support program goals and departmental operations.
  • Responsible for personally knowing and following the County's Personnel Policies and Procedures, Administrative Instructions, Department Operating Procedures, and applicable Statutes and Regulations. Responsible for ensuring others also adhere to these standards.
  • Performs other related job duties as assigned.
  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.

Qualifications :

Education and Experience : Bachelor's degree in Urban Planning, Public Administration, Accounting, Finance, Housing Policy, or related field. Minimum three (3) years of professional experience in housing, grants administration, planning, or financial management, including demonstrated knowledge of accounting principles, budget development, and financial reconciliation. A combination of education and experience may substitute for the minimum qualifications on a year-for-year basis.

Special Qualifications : Strong familiarity with Chapter 420, Part VII, Florida Statutes; Rule 67-37, Florida Administrative Code; and SHIP / LHAP program requirements is preferred. This position requires proficiency in Microsoft Excel, accounting systems, and data management tools. Candidates should demonstrate strong written and verbal communication skills, including experience in report preparation and public presentations. Excellent organizational skills, attention to fiscal accuracy, and commitment to audit readiness are essential.

  • Ability to work with less than ten co-workers who are mostly engaged in the same activities.
  • Physical Demands :

    The work is sedentary and requires exerting up to 20 pounds of force occasionally and / or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required :

  • Manual Dexterity : Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Mental Acuity : Ability to make rational decisions through sound logic and deductive processes.
  • Speaking : Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Talking : Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity : Have close visual acuity to perform an activity such as : preparing and analyzing data and figures; transcribing; viewing a computer terminal; and / or extensive reading.
  • Work Environment :

    Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
