Finance and Administration is a vibrant and varied portfolio serving all aspects of campus life. We promote an inclusive, respectful environment for our global campus, and protect the free and civil exchange of ideas. Position Summary This position is only open to current UO employees. The Police Captain is a uniformed command staff position within the University of Oregon Police Department (UOPD). Captains will be assigned and responsible for a variety of senior level leadership roles within the department. Reporting to the Chief of Police, Captains will have direct oversight over a Division budget and will act as Chief of Police when the Chief of Police has an extended absence. This position will provide administrative, oversight and strategic leadership and supervision of the Operations or Administration Divisions, including supervision and direction over Sergeants, Police Officers, Reserve Police Officers, Security Officers and non-sworn personnel. This position serves as a representative of the University and the department and will build progressive, partnership-driven programming tailored to campus needs. This position will monitor legal and legislative activities, report findings and recommendations, and implement policy changes as directed. Minimum Requirements * Bachelor's Degree in criminal justice, business, public administration or a closely related field; OR * A combination of education and two or more years of progressively responsible and relevant managerial sworn law enforcement experience to include a total of 8 years as a certified peace officer. * Must currently be working as a certified peace officer. * Must adhere to Clery Act, FERPA, mandatory reporting, Title IX reporting responsibilities. Special Requirements: * No un-pardoned adult felony convictions. * No convictions for domestic violence. * Valid driver's license and proof of insurability * Must be able to successfully pass a full background assessment that includes; * credit history; * criminal history; * driving record history; * educational and professional certification verification; * medical examination; * personal history; * prior employment history; * psychological examination. Currently employed candidates from UOPD would not need to complete a full background assessment, but will be required to complete a UO criminal history background check if one has not been completed in the last two years. Certifications required * Commissioned as a police officer by the University of Oregon at time of appointment. * Incident Command System 100/200/700/800 certification upon appointment. Within 60 days of employment * Adult CPR with First Aid and Automatic External Defibrillation (AED) certification required within 60-days of employment. Within 12 months of employment * Oregon Department of Public Safety Standards and Training basic police certification within 12-months of appointment. Within 24 months of employment * Oregon Department of Public Safety Standards and Training intermediate, advanced, supervisory and management police certification within 24-months of appointment. * Incident Command System 300/400 certification, Operations Section Chief and Incident Commander course completion within 24-months of appointment. Professional Competencies * Experience working on a university campus and/or metropolitan area * Possesses strong leadership, organizational and problem-identification/resolution skills * Ability to engage in strategic planning and program/policy development. * Ability to contribute substantially to organizational change * Ability to effectively model professional standards and behavior * Ability to contribute to the development and management of departmental budgets and resources * Demonstrated analytical and computational skills to include competency utilizing standard law enforcement computer based technologies and management systems * Excellent oral and written communication skills and a sensitivity to effectively interact with a highly divers campus community * Demonstrated ability to work with persons from a diverse socio-economic and cultural background Preferred Qualifications * Experience in applying modern law enforcement and public safety practice and techniques * Demonstrated success in supervising sworn and non-sworn personnel within a law enforcement and public safety setting * Proven ability to effectively train personnel in accordance with established law enforcement and public safety training standards * Extensive training and expertise in community-oriented policing practices * Demonstrated commitment to delivering community-centered programs and services within a campus setting * Fundamental understanding and experience in working within a problem analysis-based accountability and management structure such as CompStat * Demonstrated knowledge of emergency management and planning; homeland security and preparedness programming; and large scale national event coordination * Ability to assess critical or emergent situations and determine an appropriate course of action * Knowledge of mandatory crime reporting laws/regulations and other campus specific legal requirements Certifications desired * Command level law enforcement certification/education at the FBI National Academy, Northwestern University Center for Public Safety School of Police Staff and Command or Southern Police Institute Command Officers Development Course desirable, but not required at the time of employment.
