RESPONSIBILITIES AND DUTIES - Program Evaluation Lead | Workforce Planning & Strategic Human Capital Analytics - Human Capital Research & Programmatic Evaluation [NSF0046046]
Deliver innovative solutions that improve operational efficiency through digital transformation and process automation; enhance data-driven decision-making using role-based advanced analytics and business intelligence; support regulatory compliance and adherence to federal human capital management policies; facilitate seamless integration of IT systems and workforce planning tools; optimize service delivery through performance-based outcomes and SLAs.
Human Capital Analytics (Human Capital Research & Programmatic Evaluation): Support and enhance human capital analytics capabilities using agency-standard analytics platforms (e.g., Oracle Analytics Server (OAS) with Tableau supplementation) and continual enhancement of analytics tools for executive leaders, directorate leadership, and program analysts to use in support of assessing and planning activities. Conducting workforce research, program evaluations, and compliance assessments aligned with OPM HRStat and the GPRA Modernization Act. The ProSidian Engagement Team shall:
Program Evaluation Lead Candidates work to facilitate Human Capital Analytics (Human Capital Research & Programmatic Evaluation) delivering Workforce Planning & Strategic Human Capital Analytics - Human Capital Research & Programmatic Evaluation through Measure what matters | evaluate the outcomes | convert evidence into program improvement.. Further, they Design and lead evaluation frameworks for human capital programs aligned to OPM HRStat, GPRA Modernization Act, and agency performance expectations. Develop evaluation methods, success criteria, scorecards, and findings reports; synthesize quantitative and qualitative evidence into actionable recommendations for leadership.

Experience with HRStat, GPRA, and evaluation design in public-sector settings preferred.
