Investigator, Senior (Training and Programming)

Title: Investigator, Senior (Training and Programming) Position Number: 0079417 Hiring Unit: Office of the Vice President for Community Colleges, Administrative Affairs Location: Honolulu, HI (Manoa) Date Posted: July 14, 2026 Closing Date: July 28, 2026 Pay Band: B Salary: Salary Schedule and Placement Information Full-Time/Part-Time: Full-Time Temporary/Permanent: Permanent Other Conditions: This position is excluded from collective bargaining.

Duties and Responsibilities

  1. Provides policy, program and administrative support to the Director of Compliance and other stakeholders.
  2. Conducts and manages prompt, impartial and thorough investigations for the Community Colleges in all areas of employee and student misconduct including but not limited to discrimination based on sex, race, and/or other protected characteristics, sexual misconduct, workplace violence, and other misconduct that are prohibited by University policy.
  3. Evaluate and develop an investigative plan for complaints in accordance with University policy and recognized standards in the employment and compliance arena.
  4. Manages and reviews all aspects of the investigative process including analyzing allegations to identify pertinent issues and scope and direction of the investigation; timely communication with all parties; identifying witnesses; conducting interviews; gathering, securing and analyzing relevant documentation and information; and establishing the accuracy and authenticity of evidence.
  5. Manages and advises investigators in all aspects of the investigative process, including advising investigators on charging decisions, applying relevant policy and procedures, evidence gathering and analysis, case management, and report writing.
  6. Manages and advises investigators in all aspects of the complaint management process, including advising investigators on evaluating complaints, policy analysis, advising campus administrators, and proper documentation.
  7. Develops internal resources to ensure high quality, consistent practice within the Compliance Office and to assist members of the Compliance Office in developing skills and expertise.
  8. Writes and reviews expert analytical fact-finding reports that demonstrate sound, balanced reasoning; clear articulation of facts and supporting evidence; and knowledge of applicable policies, rules, laws, and procedures.
  9. With the assistance of the Director of Compliance, creates investigative templates, civil rights guidance, and model operating procedures in response to Community College campus needs.
  10. Provides information to employees and students who have discrimination, civil rights and/or other compliance related concerns; mediates/facilitates resolution of informal complaints; and provides guidance to individuals with respect to access to other resources as necessary.
  11. Appropriately communicates and corresponds with reporting parties, responding parties, witnesses, advocacy and support offices, campus coordinators, general counsel's office, and others involved with respect to the investigative process and status of investigations.
  12. Applies perceptive judgment and problem-solving abilities in managing unique cases that are technically complex and potentially volatile.
  13. Identifies, analyzes, and addresses civil rights and other compliance related issues, including patterns or systematic problems relating to misconduct, that impact the proper management of Community College programs and UH systemwide.
  14. Continuously identifies, understands and integrates new guidance, law, and best practices into the investigative process.
  15. Provides interpretation and advisory services to campus administration and campus investigators regarding UH policies and procedures, State and Federal regulations pertaining to civil rights, investigative best practices, and other compliance-related issues.
  16. Prepares and finalizes policy and procedural actions to ensure UH campuses systemwide are in compliance with civil rights laws and regulations.
  17. Conducts training, develops educational materials, and assists with campus trend analysis and data collection as needed.
  18. Assists with handling complaints submitted via the Whistleblower complaint portal for the Community College System.
  19. In coordination with the Director of Compliance, serves as the lead for Community College System Compliance Programming. Develops curriculum, coordinates, and provides administrative support for educational programming on compliance related issues for the Community College System and campuses.
  20. Provides oversight by training, assigning work, and reviewing the work product of Community College System Office Compliance Trainer to ensure workshops and trainings meet campus compliance needs and comply with best practices.
  21. Provides oversight by training, assigning work, and reviewing the work product of Investigators in the Compliance Office.
  22. Exercises professional judgement to advise departments/campuses, especially when policies and guidelines may not be clear or are conflicting.
  23. Serves as Acting Director on a temporary and rotation basis while the Director is out on any leaves.
  24. Other duties as assigned.

Minimum Qualifications

  1. Possession of a baccalaureate degree in Business Administration, Education, Human Resources, Social Sciences, or related field, and 5 years of progressively responsible professional experience with responsibilities for employee or student misconduct investigations, EEO or civil rights programs, Human Resources, litigation, learning and development training or related; or equivalent education/training or experience.
  2. Considerable working knowledge of principles, practices and techniques in the area of investigation or adjudication as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles, and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with equal opportunity, civil rights, human resources, adjudication, or related areas.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative, and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally, and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  9. Considerable working knowledge of how to develop and deliver engaging trainings that comply with relevant federal and state law.

Supplemental Minimum Qualifications

  1. Demonstrated ability to remain neutral while conducting investigations, and to work under multiple deadlines and sensitive timelines.
  2. Commitment to the principles and practices of civil rights.
  3. Demonstrated ability to maintain confidentiality, to exercise tact, discretion, and good judgment.
  4. Ability to travel independently in a timely and efficient manner to various locations on Oahu and statewide.
  5. Ability to work outside of regular hours including nights, weekends, and holidays, as needed.
  6. Considerable experience advising stakeholders at multiple and varied levels regarding issues relating to compliance, civil rights, policy review and analysis, responding to misconduct reports, or related areas.
  7. Demonstrated experience in developing and implementing prevention and awareness events, including experience collaborating with a variety of internal and external community stakeholders.

Desirable Qualifications

  1. Graduation from an accredited law school with experience in employment law, litigation, civil rights, or related.
  2. Title IX and/or other employment-related investigator certification.
  3. Experience in a post-secondary educational institution that demonstrates knowledge of EEO, Title IX, and human resources.
  4. Experience analyzing, applying, and advising stakeholders on University policies and procedures.
  5. Experience with the subject matter of sexual assault, sexual harassment, relationship violence and stalking in a university or college setting.
  6. Experience with event planning and management, particularly in educational settings.
