Job Announcement

This position leads the county's stormwater facility inspection, asset management, and regulatory compliance programs supporting thousands of stormwater management facilities countywide. Coordinates inspection planning, asset data management, and infrastructure reinvestment strategies to ensure compliance with MS4, VSMP, and Chesapeake Bay regulatory requirements. Oversees the integration and analysis of inspection, maintenance, and GIS data within enterprise asset management systems to support risk-based decision-making, capital planning, and long-term asset lifecycle management. Responsibilities also include administering professional service and construction contracts, preparing technical reports and regulatory submissions, coordinating with county agencies and external stakeholders, and supervising technical staff involved in inspection and compliance activities. This position plays a key role in advancing the county's environmental stewardship, infrastructure resilience, and stormwater asset management objectives. The ideal candidate must have:

Emergency Service Personnel: Stormwater Management positions are responsible for responding to and assisting with snow, flood and other designated weather emergencies on an as needed basis. Therefore, this position is designated as emergency service personnel and may be required at any time by the DPWES Director or Division Director to report to work when the County Executive declares unscheduled leave or emergency administrative leave per county policy. In addition, this position may be required to work mandatory overtime to respond to emergencies related to the health, welfare or safety of either the public or employees. You must make every reasonable effort to be accessible for communication.

Safety Responsibility : Engages in safe working practices and complies with Stormwater Management and DPWES safety programs and guidelines.

Note: This position resides in the DPWES, Maintenance and Stormwater Management Division (MSMD), located at 10635 West Drive, Fairfax, Virginia. In 2026, all West Drive assignments will be permanently located at the new Water Resources and Infrastructure building, located at 6000 Freds Oak Road, Burke, VA 22015. Position may require traveling to multiple Fairfax County sites.

Employment Standards

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in urban/regional planning, architecture, landscape architecture, engineering, or a related field, and six years of progressively responsible experience in or affiliated with land planning and/or redevelopment, engineering or architecture, or management of large and complex construction or maintenance projects.

  • A valid driver's license.
  • DEQ Stormwater Combined Administrator certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • At least five years of experience coordinating stormwater inspection, asset management, or environmental compliance programs.
  • Proficiency with enterprise asset management and GIS systems (e.g., Cityworks, Trimble Unity, or ArcGIS).
  • Experience interpreting engineering plans, managing contracts, and preparing MS4 or TMDL regulatory reports.
  • DEQ Stormwater Combined Administrator certification or the ability to obtain certification within the required timeframe
  • IAM certification or equivalent asset management training is preferred.

PHYSICAL REQUIREMENTS: Ability to operate county vehicles to various locations throughout Fairfax County to attend meetings, provide coverage, and to review inspection of contractors. Ability to perform field investigation. Ability to visit and walk dam sites and stormwater facility sites to perform field investigation regarding projects related to Stormwater improvement. Able to communicate with the public. Duties are generally sedentary, performed in a normal office environment; however, the job may require walking, standing, bending, reaching, carry/lift up to 15 lbs. Must possess the ability to communicate verbally with others, and visual acuity is required for working on a computer monitor. This entails the capability to operate keyboard-driven equipment, input and extract complex data from a computer system, as well as review written documents, forms, instructions, and spreadsheets. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment including hardhat, eye protection, hearing protection, safety footwear and personal fall arrest harness. All duties performed with or without reasonable accommodations.
