Ontario Promise Corps - Raising Little Learners Early Learning Advisor

The City of Ontario has an exciting opportunity for a highly responsible, self-motivated individual, passionate about working with children ages 0-4 and serving the community, to join the team as an Ontario Promise Corps Raising Little Learners Early Learning Advisor. This position will build relationships and awareness of the program in targeted neighborhoods via outreach and marketing, recruit a targeted number of participants and implement workshop lessons to groups of parents/caregivers and their children. As an AmeriCorps member, the selected individual will collaborate with librarians, business owners, the public and administrators to establish positive connections with students and their families; assist in evaluating and refining the Raising Little Learners program; create marketing materials; and perform other related work as necessary. The successful candidate will embody the Department's mission and vision as well as the qualities of a "Five Tool Player" - Leader, Thinker, Communicator, Operator and Public Servant - and the principles of the City's Customer Service Philosophy Empathy, Respect, and Problem Solving. This position is a grant funded position. While this position will work alongside the City of Ontario, it is NOT considered a City of Ontario position. Therefore, the successful incumbents will not be considered City employees and are not eligible for any City sponsored benefits. In lieu of City sponsored benefits, successful incumbents are eligible for a program-funded benefit package that includes healthcare, childcare (space is limited), and mileage reimbursement for the duration of their assignment. An Education Award (valued up to $10,000) is awarded to those incumbents who successfully complete all required service hours.

Examples of Essential Functions

The job duties typically performed by the Early Learning Advisor include the following:

  • Conduct group seminar sessions with caregivers and their children using literacy materials provided by Every Child Ready to Read curriculum.
  • Assist participant children in improving their early literacy skills and abilities to reach school readiness expectations.
  • Provide opportunities for family literacy involvement for Ontario Promise Corps participants, including implementing Every Child Ready to Read literacy intervention.
  • Develop and maintain a weekly instruction schedule for students.
  • Assess, with a high level of accuracy, participants' continual progress through progress monitoring and benchmarking.
  • Document participants' weekly progress scores and interventions.
  • Regularly review participant data with program supervisor to gauge the effectiveness of the literacy intervention being used and determine if a change in strategy is necessary.
  • Communicate with participants in an age and developmentally appropriate way.
  • Professionally communicate with staff, other members, program participants, and the public.
  • Build professional relationships with colleagues, supervisors and other professional staff to maintain good communication and ensure the integrity of the program.
  • Ensure confidentiality of all participant records and test scores.
  • Attend all required training sessions, meetings and coaching sessions, including Professional Development Groups and Member Meet Ups.
  • Create and implement an individual professional development plan that includes goal setting.
  • Continually update sustainability binder regarding methods for outreach, marketing, workshops, curriculum and evaluations.
  • Develop marketing materials.
  • Develop relationships with community organizations and local residents.
  • Create and present formal program presentations.
  • Assist with other duties as assigned.

Qualification Guidelines

Education Associate's Degree or equivalent in any area or field. Desirable Previous experience in youth, service, K-16 education, or non-profit work. Associate's Degree or equivalent in Child Development or closely related field. Bilingual in Spanish. Special Requirements

  • Must be 18 years of age or older.
  • Must have reliable transportation and be able and willing to travel locally as needed.
  • Must be able and willing to work full-time (approximately 40 hours per week), for the duration of the program beginning in October 2026 and ending in September 2027.
  • Must complete a minimum of 1,700 hours throughout the service period. Must be able and willing to work evenings and weekends when required.
  • Must be prepared and able to work on-site and/or virtually as required.
  • Must maintain regular and acceptable attendance as required by the AmeriCorps program. Must follow City of Ontario and AmeriCorps code of conduct and policies.
  • At minimum, members will receive a performance review at the end of their service term. The end-of-term evaluation will address, at a minimum, the following factors:
    1. Whether the member has completed the required number of hours
    2. Whether the member has satisfactorily completed assignments
    3. Whether the member has met other performance criteria that were clearly communicated at the beginning of the term of service

NOTE:

Candidates must demonstrate the ability to successfully complete a Live Scan fingerprint review coordinated by the City of Ontario in addition to the pre-employment process required by Ontario Promise Corps to include a national service criminal history background check and satisfy NSCHC eligibility criteria pursuant to 45 CFR 2540.202 [ecfr.gov]. (This will require two separate Live Scan fingerprint appointments.)
