The MTA is one of the largest transit systems in the United States and is seeking dynamic and energetic individuals to join the MTA team.
The Maryland Transit Administration (MTA) is recruiting for a candidate to serve as Payroll and Human Resources Systems Integration Manager. This position will work closely with the Chief Administrative Officer (CAO), Chief Financial Officer (CFO), and other stakeholders to assure that systems supporting the requirements of payroll, human resources (HR), and operations are efficient, accurate and effective. This position must ensure that systems (e.g., Trapeze, HRIS systems, ADP, pension calculation systems, employee application systems, absence management system, etc.), related to union represented employee payroll, pension payroll, benefits distribution, union represented employee compensation changes (progressions etc.), and employee lifecycle (applicant tracking, hiring, onboarding, transfers, retirement, etc.) are integrated in a way to maximize data accuracy and optimal functionality.
This position will work with other MTA systems contract managers to ensure the requirements of these contracts, as well as agency requirements, are being met. This position must also oversee the management of data such that its integrity is preserved while converting manual processes into automated systems. The candidate will serve as the technical liaison between IT professionals and HR/payroll managers to fully develop the functionality of each system. A working knowledge of HR systems and the IT functionality of these systems is desired.
This position will be challenged to solve problems related to systems process automation, workflow, and accuracy. They will need to solve such problems by working directly with HR and payroll management to understand work requirements and develop solutions using ADP.
The candidate would need to be a problem solver that seeks new ideas or technologies for maximum integration of legacy systems.
The position must stay apprised of changing/advancing technology. When work tasks are improved with the use of such technology, the manual procedures previously used can be eliminated, thus resulting in the weakening or loss of internal controls.

Key Responsibilities:
- Improve automation, efficiency, effectiveness, workflow, and accuracy of HR, payroll, employee and manager self-service systems.
- Developing automated processes for employee annual COLA, payroll progressions, timecard accuracy, and pension projections.
- Building consistent and scheduled auditing processes for user accounts in HR, payroll, IT, and other operational systems.
- Ensuring successful integration of HR systems to maximize data accuracy and optimal functionality and system-to-system data flow.
- Managing system data modeling efforts such as data runs, verification, and implementation of required corrections and changes (e.g., pay calculations are accurately reflecting the current Collective Bargaining Agreements with MTA Unions).
- Develop and automate employee lifecycle processes from employee hiring through termination ensuring data accuracy, approval, compliance, and tracking.
- Working in conjunction with other MTA departments, to collect, map, translate, and analyze large data sets from various HR data sources.
- Serve as subject matter expert on HR/payroll systems , assuring that these systems support the needs of the Agency, and subsequently make recommendations for efficiencies.
IDEAL CANDIDATE:
- Will have a working knowledge of HR systems and the IT functionality of these systems.

- Able to give careful attention to detail with strong organizational and analytical capabilities.
- Able to merge the technical into business processes.
- Experienced in project management, research, and data analysis review.
- Able to develop and deliver presentations to various audiences.
Qualifications
Education: A bachelor’s degree in Human Resources, Business Management, Engineering, Computer Science or other relevant field from an accredited college or university. Experience: Five (5) years of experience in project management, business process integration, Information Technology, or related field. Two (2) years of supervisory experience at the managerial level.
Notes:
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
