About the Position

Unlike private-sector consulting roles, at the Flood Control District, our engineers do what they do best: focus on engineering. There are no billable hours, no marketing expectations, and no client development pressures. Success is defined by technical excellence, real-world impact, and service to the public.

We are recruiting for multiple Civil Engineer positions within the Floodplain Use Permitting Branch and the Engineering Application Development and River Mechanics (EADRM) Branch.

In the Floodplain Use Permitting Branch, you will collaborate with a team of professional engineers, engineering associates, and technicians to support various permitting tasks. Your responsibilities include conducting pre-application meetings to provide initial guidance, reviewing construction plans, issuing permits, and managing complex permit applications from start to finish. Additionally, this role involves reviewing Conditional Letters of Map Revision (CLOMR) and Letters of Map Revision (LOMR) before submitting them to FEMA.

In the EADRM Branch, you will perform professional civil engineering work focused on river mechanics in support of the Flood Control District's capital improvement projects and permitting efforts. This position also contributes to the development and testing of specialized engineering software used in river mechanics, hydraulics, and hydrology analysis

We Require

  • Two years of engineering experience

  • Bachelor's degree in Engineering (Civil, River Mechanics, Water Resources, Fluid Mechanics, Structural, Chemical, Environmental, Mechanical, etc.), Landscape Architecture, Surveying, Hydrology, Environmental Science, Geology, or a related field

  • Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration, or by the technical board of another state, with the ability to obtain Arizona registration within six months of employment

Other Requirements

Successful candidates must currently possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire

We Also Value

  • Familiarity with FEMA Standards or the Floodplain Regulations for Maricopa County

  • Demonstrated experience in the use of GIS mapping and modeling software, including HEC-HMS, FLO-2D, HEC-RAS, and FlowMaster

  • Certified Floodplain Manager (CFM) designation

  • Experience and/or education in sedimentation engineering, sediment transport, scour analysis, sediment yield analysis, riprap sizing, engineering erosion protection, and other river mechanics subjects

  • Experience in HEC-6T, HEC-6, Fluvial-12, HEC-RAS sediment transport and 2D modeling, FLO-2D, and ArcMap/ArcGIS Pro. Computer programming in MATLAB or Python

  • Master's degree in Civil Engineering, Water Resources, or a related field

Job Contributions

For the Floodplain Use Permitting Branch:

  • Review and approve hydrologic and hydraulic models and technical reports.Reviews, approves, and issues permits for work within floodplains.Ensure that submittals are in compliance with applicable standards and regulations

  • Represent the Flood Control District in various meetings with other governmental agencies, the public, and respond to internal and external requests, and provide technical recommendations/assistance

  • Coordinate with other Flood Control District staff, communities, and government agencies; represent the Flood Control District at meetings with those organizations and the public; and respond to information requests by examining, investigating, and editing documents and reports

  • Provide assistance and training to engineer associates and technicians within the Floodplain Permitting division of the Flood Control District

  • Other job duties as assigned

For the EADRM Branch:

  • Review and approve river mechanics for planning documents, engineering analysis reports, engineering design reports, engineering plans, specifications, computer models (sediment transport and hydraulic models), engineering calculations, data, parameters and results for all Flood Control District engineering and planning projects and permit requests such as dams rehabilitation projects, levee construction and repair projects, bridges, open channels, capital improvement projects, area drainage master studies/plans, watercourse master plans, floodplain use permit, sand and gravel use permit, right-of-way permit, etc. Field reconnaissance is also part of this job to obtain the information related to river mechanics

  • Perform in-house river mechanics engineering analysis, studies, sediment transport computer modeling, advanced hydraulic computer modeling, erosion hazard mitigation design, energy dissipation structures design, and engineering design to support the Flood Control District's projects

  • Represent the Flood Control District in various meetings with other governmental agencies, the public, and respond to internal and external requests, and provide technical recommendations/assistance

  • Assist in engineering software testing related to hydrologic, hydraulic, and river mechanics

  • Develop software to assist in engineering applications

  • Establish and maintain cooperative working relationships with co-workers, the public, governmental agencies, and permit stakeholder groups

  • Other job duties as assigned

Working Conditions

  • Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly, or requires walking or standing to a significant degree

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
