Position Summary :

The Program Manager supports the Site Director in overseeing daily Program operations of the Tamarac Family Non-Congregate Shelter. This role provides direct supervision to Leads Case Managers, Case Managers, School Engagement Navigators, and other key staff, ensuring service delivery meets HOST standards, contractual requirements, and Bayaud Works' mission of equity and inclusion. The Program Manager serves as the Programs point person for day-to-day coordination across departments and external partners, ensuring safe, efficient, and housing-focused services for families experiencing homelessness.

Mission of Role

Bayaud Works provides critical services and expertise in short- and long-term homeless sheltering, non-congregate and congregate emergency sheltering, and workforce support services. General Tasks, Duties, and Responsibilities

  • Supervise Leads and frontline staff in case management, school engagement navigation, intake, and family support.
  • Provide leadership, coaching, and performance feedback to ensure a positive and professional work environment.
  • Monitor service delivery to ensure programs are housing-focused, trauma-informed, and equitable.
  • Develop and maintain systems for training, staff development, and cross-training opportunities.
  • Lead / oversee all Rippling Scheduling and Timesheets
  • Assist with audits, monitoring visits, and contract performance evaluations conducted by HOST or partner agencies.
  • Facilitate communication between staff, residents, city partners, and community organizations.
  • Lead crisis response efforts and provide on-site leadership in the absence of the Site Director.
  • Ensure accurate and timely documentation of case records, incident reports, and program outcomes.
  • Promote an inclusive, trauma-informed, and strengths-based approach among all staff and service participants.
  • Identify service gaps and assist in implementing new strategies for operational and programmatic improvement.
  • Ensure families are supported through individualized housing plans that prioritize stability, reunification, and long-term sustainability.
  • Coordinate with housing navigators, case managers, and partner agencies to connect families with permanent housing opportunities.
  • Maintain a strong focus on family well-being, ensuring services address immediate safety, emotional needs, and barriers to housing.
  • Other duties as assigned by the Site Director or organizational leadership.

Knowledge, Skills, and Abilities

  • Strong leadership and organizational skills with an emphasis on team development and accountability.
  • Comprehensive understanding of family homelessness, housing-focused service models, and trauma-informed care.
  • Ability to interpret and implement contractual requirements, policies, and data reporting standards.
  • Strong interpersonal and communication skills with the ability to collaborate across agencies and stakeholders.
  • Proficiency in Microsoft Office Suite and HMIS systems.
  • Crisis de-escalation and conflict resolution skills in high-stress environments.

  • Supervisory Responsibilities

    This position directly supervises Leads, Case Managers, School Engagement Navigators, and other program staff. The Program Manager ensures staff receive appropriate training, coaching, and support while maintaining compliance with Bayaud Works' policies, HOST standards, and trauma-informed service practices.

    Expected Hours of Work

    40 hours per week, evenings, weekends, and holidays as required

    Physical Demands

  • Office-based with frequent presence required in shelter environments.
  • Must be able to manage a fast-paced, high-pressure setting while maintaining professionalism.
  • May occasionally lift or move up to 25 pounds.

  • Work Environment

    Bayaud Works is a subsidiary of AC Disaster Consulting. Our Temporary Staffing Service partners with Federal, State, City, County, and private employers to provide high-quality staffing and operational support. Bayaud Works was created to provide opportunities for individuals with barriers to employment and has since expanded to include shelter management, safety patrol, janitorial services, and transportation operations.

    Experience and Education Required

  • Highschool Diploma or GED
  • Minimum 2 years of progressive leadership experience in human services or shelter operations.
  • At least 3 years Supervisory experience required
  • Experience and Education Preferred

  • Supervisory experience within family or non-congregate shelter environments.
  • Bilingual (Spanish / English)
  • CPR, First Aid, or MHFA certification
  • Additional Qualifications

  • Must be able to pass a background check for work with vulnerable populations.
  • Valid driver's license required; must meet Bayaud Works' motor vehicle insurance standards if driving for work.
