Parks Facilities Manager
The City of Greenville seeks a dynamic, highly motivated, and experienced professional for the position of Parks Facilities Manager. Under the supervision of the Recreation and Park Superintendent, this position provides leadership for the overall buildings maintenance program, custodial services, special event support services, and landscaping at select parks in the Park Services Division of the Recreation and Parks Department.

Examples of duties include hiring, training, and supervising staff in the areas of building maintenance, special event support and landscaping; completing performance evaluations; establishing goals and objectives for performance management, and overseeing new hire processes; developing operational maintenance schedules for park facilities to address the repair, maintenance, landscaping, and routine cleaning of parks facilities, grounds, and equipment. Develops daily, weekly, and monthly Preventative Maintenance (PM) schedules for departmental building and building infrastructure. Use PM information to develop work orders and operational / capital budgets; developing contract specifications in consultation with specialty vendors to contract the maintenance of complex facility equipment such as HVAC units, electrical systems, athletic field lighting, specialized pool equipment, roofing systems, sewer lift stations, and other facility infrastructure; inspecting facilities, grounds, and equipment to determine current and future maintenance needs and evaluates the effectiveness of existing maintenance procedures. Recommends corrective measures or improvements to existing procedures as needed; managing work orders to ensure the timely completion of work requests that are not addressed in the PM program. Inspect repairs made to ensure work is of high quality; evaluating large repair or construction needs to develop repair estimates and / or major park construction or improvements; managing subordinate personnel to ensure work is occurring efficiently and effectively. Develops written objectives for each review period that reflect reasonable goals required for that period; identifying as needed specialty maintenance teams and working to improve staff specialty skills through a staff development program. Communicates identified sub-supervisor needs to the Recreation and Parks Superintendent for consideration of reorganization or reclassification; working with the Recreation and Parks Superintendent and other Departmental staff to develop a 10-year capital needs assessment, an annual capital budget, and the annual operating budget for the Parks Division that details and justifies current and new budget requests. Identified budget needs must be supported based on quantifiable data from work order requests, facility or infrastructure life age / spans, or other data; reviewing consultant or engineering-developed engineered drawings and specifications to ensure project designs meet the needs of the department and that specifications are complete / compatible with the desired project scope; organizing and providing staff training in technical, semi-technical, and safety areas to ensure uniform service delivery standards are provided to park users; preparing a variety of reports and records as needed in a clear manner, including the development of spreadsheets, memoranda, work order tracking / trends, person-hour work report analysis, etc.; performing other related duties as assigned.
Minimum qualifications include a bachelor's degree from an accredited college or university in park and recreation management, maintenance engineering, landscaping, construction management, or other related fields; and at least three (3) years of supervisory experience is required regarding structural maintenance, electrical and / or mechanical systems, construction management, grounds management, and landscaping. OR an associate's degree from an accredited college or university in park and recreation management, maintenance engineering, landscaping, construction management, or other related fields; and at least five (5) or more years of supervisory experience is required regarding structural maintenance, electrical and / or mechanical systems, construction management, grounds management, and landscaping.
Required knowledge, skills, and abilities include knowledge of the crafts and skills applicable to building, mechanical, and landscaping maintenance work, and any permitting associated with this work; all equipment and specialized tools used in building maintenance and landscaping; the costs of maintenance and repair functions; blueprint reading; skilled in computer operation, including Microsoft Office products and work order software; ability to plan, schedule, supervise, and inspect the work of skilled and semi-skilled subordinates in building and mechanical maintenance and landscaping; present information clearly and concisely; inspect building maintenance and construction work for adherence to plans, specifications, and procedures; maintain records and prepare reports; meet and deal courteously with the public; perform work requiring good physical condition; establish and maintain effective working relationships with other employees.
Special requirements include possessing and maintaining a valid, current N.C. or another state driver's license that is not revoked, suspended, or subject to limited restoration or conditional operation privileges.
