The Pae Ora legislation gives us the mandate and opportunity to create a system of commissioning that has the needs of whānau and communities at its heart. In this new model, we are not ‘commissioners' holding the power. We are Te Tiriti o Waitangi partners and allies, we are listeners of diverse voices, we are holders of the space for communities and whānau to lead. We are a team of teams who live within and reflect the communities we serve.

We are responsible for designing community-based systems of care, agreeing health and wellbeing plans, executing those plans, and monitoring outcomes which then feed into the design process. We work in partnership with our Te Whatu Ora and Te Aka Whai Ora colleagues to shape system-wide public health services across the motu.

The Group Manager, Primary Care leads the primary and community care team that oversees the national system design, service planning and funding model design for pharmacy, primary care, sexual health and telehealth services. The Group Manager oversees the design of services worth over $1.5 billion of per annum nationally.

The team you will lead is tasked with redesigning key national services and funding models for primary care that radically improve Māori Health and eliminate inequities

Mōu | About you

You're a Senior Leader that brings with you 10+ years of experience in leading system and service design in population health services, ideally including primary care. You are confident leading a team of highly skilled, high performing professionals in a multi-faceted and demanding environment and have a proven ability to persuade and influence.

Ngā pūkenga me ngā weako | Skills and experience

  • Demonstrated experience at a leadership level for developing, maintaining and influencing relationships and partnerships across sectors and organisations including with Māori and Pacific Peoples and groups.
  • Demonstrated ability to think conceptually and anticipate the impact of decisions on long-term outcomes, including financial outcomes, and develop/recommend responses in consultation with key stakeholders
  • The ability to compellingly communicate complex information and ideas in both oral and written communication to a range of audiences including senior management, Board and Ministers.
  • Proven ability to persuade and influence
  • Experience and knowledge of the machinery of Government
  • The ability to build and maintain strong internal and external relationships at a senior level
  • Experience navigating and operating in a regulated environment, experience working constructively across functions and track record of building and maintaining the trust of all stakeholders
  • A relevant tertiary or professional qualification
