Senior Training And Development Specialist

Under direction, develops and facilitates a variety of training programs for Court judicial officers, management, and staff; provides guidance on training initiatives, organizational development, and development resources / methodology; coordinates with external training facilitators and subject matter experts in delivering training; maintains training databases; monitors training completion and certifications and prepares compliance reporting; provides lead technical direction to assigned staff; coordinates assigned programs, projects, and services with other departments, divisions, and outside agencies; contributes to special projects, as assigned; and performs related duties as assigned.

Leads, reviews, and participates in the work of staff performing training and staff development activities including development and implementation of training materials, facilitation of in-person and virtual training sessions. Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; assists in the creation and implementation of the Court's Five-Year strategic plan; recommends, within departmental policy, appropriate service levels; recommends and administers policies and procedures. Develops and monitors recommended training cycles for judicial officers and professional staff with continuing education requirements; identifies training at offsite locations and coordinates onsite training; represents the Court in coordinating all judicial officer education; assists with approval of education hour requests for new and non-approved providers.

Analyzes program and operational data and develops recommendations to improve organizational structure, productivity and effectiveness; researches new and innovative training programs and trends and adapts and introduces programs to meet needs; evaluates program effectiveness and recommends program improvements, expansion or termination as needed. Conducts training needs analysis; determines training objectives and methods of instruction; develops course outlines; consults with subject-matter expert facilitators to design and plan training content, selects training methods and materials, and schedules training programs; prepares lesson plans, visual aids, and handouts for use in instruction both in person and virtually. Researches, designs, and develops court-specific training materials for staff; ensures courses are in compliance with Court and California judicial branch policies; researches relevant laws; reviews existing procedures; previews vendor instructional materials and evaluates them for use in court training programs; researches technical materials; develops job aids; writes, drafts, edits and prepares training handbooks, manuals and related documents.

Meets and confers with Court leadership on development and implementation of the Court's Five-Year Strategic Plan; researches facilitators as required; plans and host workshops for judges, executives, and directors; prepares post workshop follow-up reports; draft Five-Year Strategic Plan documents and works to obtain buy-in of prepared plan; tracks and prepares reports on strategic plan projects and activities. Conducts classroom training using group discussion and facilitation, behavior modeling and lecture methods; operates audio / visual equipment as required for the facilitation being conducted; conducts individual job instruction training sessions; trains subject-matter experts serving as trainers in formulating training materials and applying effective adult education techniques.

Gathers feedback information and evaluates the effectiveness of training; develops test instruments to determine training effectiveness; reviews and updates existing training materials to conform to current program needs. Maintains learning management systems, spreadsheets, files, and records; tracks training attendance and notifies employees about mandated training requirements; updates and maintains training digital and physical library. Supports employees on personal professional development and career opportunities; coordinates mock and informational interviews, career development meetings and planning sessions; maintains a department resource center for employees with information on grants, schools, classes, scholarships, funding, etc. Provides support for training programs, as assigned, by locating and arranging speakers / instructors, and training equipment and facilities; coordinates the inventory, ordering, prepackaging and issuance of program supplies and equipment; maintains training equipment and facilities. Represents the Court with other public agencies, schools, universities, and private companies, as assigned. Collaborates with other courts to share training programs and facilitating techniques. Assists and supports other training classes hosted by Court managers, supervisors, and related agencies. Provides technical staff assistance to supervisory or management staff; prepares and presents reports and other necessary correspondence. Conducts special assignments and projects. Participate in committees and task forces, as assigned. Observes and complies with all Court and mandated safety rules, regulations, and protocols. Performs related duties as required.

Knowledge of : principles and practices of leadership; principles of providing functional direction and training; court-wide as well as departmental and divisional administrative procedures, practices, and principles; principles and practices of Superior Court operations; project management and coordination; educational and training requirements of all levels of staff including judicial officers; principles, practices and techniques of employee training, the learning process, and individual and group teaching methods; principles and practices of training program development and implementation; principles and methods of adult learning theory and practice; principles and practices of training course delivery and evaluation; media and materials to use for particular types of training programs; research and data analysis techniques; learning management systems; principles and procedures of record keeping, document processing, and filing systems; applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility; court and mandated safety rules, regulations, and protocols; techniques for providing a high level of customer service, by effectively dealing with vendors, contractors, and Court staff; the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar; modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability to : plan, organize, and coordinate the work of assigned staff; effectively provide staff leadership and work direction; assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards; evaluate and recommend improvements in operations, procedures, policies, or methods; research, conduct analyses, and summarize information from a variety of sources; and prepare reports. Compose a variety of training materials that are technically and grammatically correct, and compelling to intended audiences; write and edit training materials; develop audio / visual aids and other instructional materials. Assist with the development of course content that matches the training and development needs of various Court staff. Utilize training methods and activities that facilitate an interactive learning environment. Lead and facilitate a variety of classroom, online, and group training sessions. Identify trainee learning patterns and problems; research new learning methods and techniques. Analyze information and problems, evaluate alternatives and develop sound conclusions and recommendations. Oversee filing and tracking systems to track and report training data. Perform accurate mathematical calculations. Maintain accurate program records and files. Understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed. Effectively represent the department and the Court in meetings with governmental agencies, various business, and professional organizations, and in meetings with individuals. Prepare clear and concise reports, correspondence, documentation, and other written materials. Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments. Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.

Education and Experience : Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be : Graduation from an accredited four (4) year college or university with a major in human resources, or an equivalent combination of education training and experience. Four (4) years of increasingly responsible experience in designing and delivering adult training and education programs. Possession of a valid California Driver's License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.

Physical demands : Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various Court sites within the County geographic area; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
