GENERAL DESCRIPTION
Under the general direction of the Director of Library Services, manage the operations of the Technical Services Division of the Abilene Public Library. Functionality evaluated by review of plans, programs, reports, and in conferences.
SUPERVISION EXERCISED
Exercise direct supervision over supervisory, professional, technical, and clerical staff.
IMPORTANT AND ESSENTIAL DUTIES
Manage the operations of the Technical Services division of the Abilene Public Library. Oversee all aspects of Technical Services, including collection management, acquisitions, cataloging, and materials processing. Maintain the policies and procedures of the department and division.
Prepare and manage division budget. Prepare budget recommendations to the Director of Library Services as part of the annual budget process. Oversee budget expenditures, ensuring fiscal year deadlines are met. Complete financial reports as needed. Work with City Finance department to ensure that all City purchasing policies are followed.
Serve as the main contact for all Technical Services vendors, including vendors for physical and electronic materials, databases, OCLC, and others.
Supervise, train and evaluate Technical Services staff.
Oversee the Technical Services aspects of the Integrated Library system. Work with the Abilene Library Consortium regularly on collection and system issues.
Oversee Interlibrary Loan services. Serve as main Interlibrary Loan contact with the state.
Compile, prepare, and maintain essential reports, records, and statistics. Submit monthly report of division activities to the Director of Library Services.
Oversee and help develop the vision, strategies, and priorities for the Technical Services division in accordance with Abilene Public Library mission and strategic plan.
Operate personal or City vehicle to travel to other library branches and other City of Abilene departments as needed.
May serve in place of the Director of Library Services as needed.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of :
Principles, methods, and practices of public library service and management as applied in a public library setting.
Extensive knowledge of cataloging, including knowledge of MARC formats, OCLC tags, AACR2, LC Subject headings and DDC.
Library collection classification and selection tools and techniques.
Current literature, trends and developments in Technical Services.
Safe driving principles and practices.
Leadership, personnel management and supervisory principles and practices.
Skill to :
Efficiently and effectively interact with the general public, staff and internal customers to provide exemplary library service.
Monitor financial needs of the Technical Services division and advocate for resources as part of the annual budgeting process. Follow City financial policies.
Use independent judgment and initiative.
Ability to :
Train and supervise supervisory, professional, and clerical staff.
Plan and schedule the workflow of division staff.
Analyze problems and recommend practical solutions with attention to detail.
Perform library functions via the Integrated Library System and implement back-up procedures when necessary.
Use good judgment in the supervision of the division.
Express ideas effectively orally and in writing.
Meet deadlines and be service oriented.
Work flexible hours including nights and weekends.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines :
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through :
Experience :
Five (5) years of professional work experience in a public library with progressive responsibility levels is preferred.
Two (2) years of professional work experience in Library Technical Services is preferred.
Education / Training :
Graduation from an ALA accredited college or university with a Master's degree in library science or information science is required.
License or Certificate :
A Texas driver's license, or the ability to obtain one within ninety (90) days of employment, or a military waiver is required.
