Payroll Specialist

The purpose of this position is to perform highly skilled technical work processing bi-weekly payrolls and employee deductions, establishing and maintaining employee files and records, developing and submitting reports to state and federal regulatory agencies. This class works under general supervision, independently developing work methods and sequences.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Processes bi-weekly payrolls for the County, payroll-related accounts payables and maintenance of payroll-related financial records.
  • Monitors overtime compensation to assure compliance with FLSA regulations for all employees.
  • Initiates computer processing of salary calculations including all deductions, special payments, contributions, benefits and tax data, garnishments, 401(K), local government and law enforcement retirement, and special withholdings; processes checks and / or direct deposits; contacts financial institutions and payroll vendors as necessary, to resolve related problems or discrepancies.
  • Processes, audits, and transmits to employees and federal and state agencies all required W-2's, tax payments and any other information and / or forms required by law.
  • Prepares monthly, quarterly, and annual reports for submission to the South Carolina Department of Revenue, Retirement System, Social Security Administration, and Internal Revenue Service.
  • Prepares and submits various payroll reports and analysis to departments and management (e.g. leave accruals, overtime, excess comp time, FMLA Leave Without Pay, part-time year to date hours).
  • Performs general ledger reconciliations, prepares journal entries, and receives employee and retiree payments for necessary adjustments.
  • Prepares analysis and required reports for auditors and responds to questions concerning payroll.
  • Maintains files of checks, vouchers, and payroll records and documents; serves as custodian of payroll files.
  • Compiles and submits personnel reports, surveys, and legal information.
  • Works cooperatively with departmental staff, Human Resources and Information Technology Department to design and implement user-defined parameters of payroll accounting software.
  • Submits periodic reminders to employees regarding deadlines and holiday schedules; communicates issues in department head meetings, when necessary, attends department staff meetings when requested.
  • Maintains confidentiality of personnel and payroll information; answers questions on employee pay and deductions within state law and employee release.
  • Performs related work as assigned.

REQUIREMENTS :

  • Requires an Associate's degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education. Bachelor's degree in Business administration, accounting, and / or finance preferred.
  • Over one year and up to and including two years of related experience or an equivalent combination of education, training, and experience.
  • All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment.
