Position Details

Portland Public Schools (PPS) is seeking talented people from diverse backgrounds and experiences to lead change and inspire PPS students. Basic Function:
Under general supervision, coordinate, develop, and implement workforce development, professional learning, and staff training programs for aspiring and current educators, administrators, and support staff. Plan and manage HR-sponsored training activities including onboarding, compliance, professional growth, and employee recognition. Oversee program logistics, budgets, and data tracking to ensure effective operations and alignment with district priorities. Collaborate across departments and with external partners to deliver learning experiences that advance a diverse, inclusive, and culturally responsive workforce. Support PPS’s Racial Equity and Social Justice commitments by facilitating training that promotes equitable practices and fosters belonging across all levels of the organization.

Representative Duties:

The classification specification does not describe all duties performed by all incumbents within the class. This summary provides examples of typical tasks performed in this classification.

  • Develop, coordinate, and monitor districtwide calendars for HR-sponsored training activities; communicate schedules to maximize outreach and participation. “E”
  • Plan and provide logistical support for workforce development and HR programs, including site selection, presenter arrangements, equipment, materials, and evaluation tools. “E”
  • Design and maintain online training modules using synchronous and asynchronous platforms. “E”
  • Manage program budgets, requisitions, contracts, and invoices; prepare financial and statistical reports. “E”
  • Coordinate University Voucher programs with higher education partners and PPS Payroll.
  • Design and manage employee recognition programs (Service Awards, Torch Awards, etc.) to honor staff contributions. “E”
  • Track, analyze, and report workforce development data to support decision-making. “E”
  • Collaborate with departments (Teaching & Learning, Special Education, IT, etc.) to support training needs. “E”
  • Use the District’s Learning Management System (LMS) to track and process training registrations and attendance. “E”
  • Support PPS Diversity, Racial Equity, and Inclusion strategies in recruitment, retention, and training initiatives. “E”
  • Develop surveys, needs assessments, and evaluations to measure the effectiveness of programs. “E”
  • Represent HR at advisory groups, partnerships, and stakeholder meetings. “E”
  • Create and deliver presentations, workshops, and training materials on HR practices, policies, and employment law. “E”
  • Maintain and update HR workforce development content across the intranet, websites, and communication channels. “E”
  • Facilitate trainings on bias awareness, equity, and culturally responsive practices. “E”
  • Demonstrate a commitment to the District’s Racial Equity and Social Justice goals by applying equity-focused policies and frameworks; participate in professional learning on diversity, equity, and inclusion; and model culturally responsive practices. “E”
  • Maintain and update HR workforce development content across internal and external communications platforms, including websites, intranet, and approved social media; prepare memos, reports, presentations, and related documentation. “E”
  • Facilitate or co-facilitate presentations and trainings on topics such as Bias Awareness and Racial Equity. “E”
  • Perform related duties as assigned.

Knowledge and Abilities:

  • Methods and techniques used in staff training, professional development, and workforce learning.
  • Adult learning theory, instructional design, and professional development methods.
  • Experience with project management, event coordination, and training delivery.
  • Skilled in survey development, data analysis, and program evaluation.
  • Proficient in software tools for training and communication (Google Workspace, LMS, databases, spreadsheets, etc.).
  • Strong organizational, facilitation, and communication skills.
  • District organization, operations, policies, procedures, and applicable federal and state regulations.
  • Ability to manage budgets, contracts, and program documentation accurately.
  • Ability to collaborate effectively with staff, departments, and external partners.
  • Commitment to diversity, equity, inclusion, and culturally responsive practices in workforce development.
  • Represent the District and Human Resources Division in a professional, knowledgeable, and customer-focused manner.
  • Communicate effectively—both orally and in writing—with diverse audiences, including staff, partners, and community stakeholders.
  • Build and maintain collaborative working relationships across departments and with external partners.
  • Manage multiple projects and priorities in a fast-paced environment with shifting timelines and competing demands.
  • Demonstrate flexibility, initiative, and problem-solving skills to support continuous improvement.
  • Support and implement the District’s Racial Educational Equity Policy, RESJ Framework, and related board policies.


Education, Training and Experience:
A Bachelor’s degree in Communications, Education, Human Resources, Public Administration or a related field and two (2) years of experience coordinating, organizing, leading online and face to face events is required. Experience developing and coordinating adult professional development events is preferred. Experience in large public K-12 education setting is highly desirable.
Any other combination of education and experience that would likely provide the required knowledge and abilities may be considered.

Special Requirements:

  • Work hours will include occasional evening and weekend attendance at meetings, trainings, workshops and similar events.
  • Some positions in this classification may require the use of a personal automobile and possession of a valid Class C Oregon driver’s license.
  • Some positions in this classification may require the ability to communicate effectively, both orally and in writing, in a designated second language.

Physical Demands: Primary functions require sufficient physical ability and mobility to work in an office setting with occasional classroom/meeting room settings; dexterity of hands and fingers to operate a computer keyboard and other office equipment; sitting or standing for extended periods of time; kneeling, bending at the waist, reaching overhead, above the shoulders and horizontally to set-up and break down adult learning centers; retrieve and store training materials, files and supplies; lifting, pushing, pulling and carrying office equipment, supplies and materials weighing up to 25 pounds; repetitive hand movement and fine coordination to use a computer keyboard; emotional stability to work effectively under pressure and to keep all aspects of the job under control; hearing and speaking to exchange information in person or on the telephone; seeing to read, prepare and assure the accuracy of documents.

Depending on the insurance option selected by the employee, there may be an employee contribution toward insurance.

Portland Public Schools is a public employer and participates in the Public Employees Retirement System (PERS/OPSRP). Eligible employees are required by statute to contribute 6% of salary on a pre-tax basis to OPSRP/IAP, after serving six months under a PERS employer.
