Duties Description The Mental Hygiene Program Evaluation Specialist 2 (MHPES 2) reports to the Deputy Director and supports the Developmental Disabilities Program Specialist 4 (DDPS4) for Southern Rockland / Westchester County. This role is responsible for monitoring Hudson Valley's strategic initiatives, ensuring the implementation of recommended supports, and verifying that data outcomes align with regulatory requirements. The MHPES 2 must demonstrate the capacity for independent work while fostering effective collaboration with Treatment Team Leaders and the DDPS4 to accomplish key objectives, including:
• Partnering with residential teams to uphold billing standards and advance initiatives aimed at reducing self-disclosures.
• Analyzing data to generate and present comprehensive reports, tables, and graphs pertaining to care provision, service utilization, and residential team consistency.
• Contributing to the development of key SharePoint areas, including standards of practice, employee recognition, and data collection mechanisms.
• Supporting strategic initiatives and ensuring regulatory compliance, such as Home and Community-Based Services (HCBS), training, and resource management.
• Collaborating with residential teams to maintain billing and develop strategies to minimize self-disclosures.
• Acting as a liaison between residential teams, the DDPS4, and other support departments, providing assistance and follow-up to the Westchester team as required.
• Engaging in multidisciplinary treatment teams, presenting findings, and offering consultation to staff.
• Facilitating active participation in self-advocacy efforts.
• Assisting with operational and clinical documentation and conducting site visits to support staff with billing documentation.
• Developing and refining internal protocols, contributing to policy revisions, and identifying emerging trends and risks.

Minimum Qualifications Promotion:

One year of permanent competitive or 55-b/55-c service as a Mental Hygiene Staff Development Specialist 1 and reachable on the current Civil Service list.

Open Competitive:
A bachelor's degree and two years of professional program evaluation experience* in a human services setting**, which includes the design, modification, and/or utilization of data collection instruments and processes; conducting analysis; and the preparation of reports and other documents; all for the purposes of assessing program operations, improving program effectiveness and efficiency, and informing future program development.

Substitution: A master's or higher-level degree can be substituted for one year of non-supervisory experience.

*Qualifying program evaluation experience includes the following activities: determining or assisting in the determination of appropriate performance indicators for a program or organization; reviewing organizational performance to determine the level of compliance with the standards of oversight agencies; leading, facilitating, or participating in root cause analysis, failure mode and effect analysis, and performance improvement projects; designing and/or using existing outcome measurement instruments and processes; collecting, aggregating and analyzing data and presenting the results of the effort in reports and other documents; designing, modifying, and/or analyzing the results of client satisfaction surveys; collecting and maintaining monthly and quarterly data for regulatory bodies such as the Joint Commission; leading and/or participating in accreditation reviews and survey-readiness activities; and investigating critical incidents to identify deficiencies, patterns and trends, and in order to recommend remedial actions.

*Non-qualifying program evaluation experience includes, but is not limited to, conducting assessments of individual clients' needs, evaluating individual clients' outcomes, or administering psychological tests to individual clients; non-professional-level experience (e.g. secretarial or administrative support activities, even if the experience is gained in a qualifying program evaluation unit); or experience in which program evaluation responsibilities did not represent the preponderance of your duties (e.g., experience supervising or managing a clinical program area, in which you evaluated the effectiveness of your own program or used the reports and/or data prepared by program evaluation staff to improve day-to-day operations).

**A human services setting is considered to be any organization or institution that provides direct care or support services for individuals, families, or groups in a hospital, psychiatric hospital, psychiatric clinic, community mental health clinic, nursing or rehabilitation facility, correctional facility, intermediate care facility, institutional or school setting, or community based residential and/or day program.

Transfer:

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

• Please note that starting salary for this title reflects the downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 18 ($66,951) and Downstate Adjustment ($4,000). Downstate Adjustment is added to the job rate ($85,138).

• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.

• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.

• If you are employed by state government you may be able to receive loan forgiveness under the Public Service Loan Forgiveness Program (PSLF). The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer.
