Job Description
Under general administrative direction, the Aviation Security & Regulatory Compliance Manager is responsible for championing, managing, and continually enhancing robust aviation security programs, which includes developing, implementing, and maintaining procedures and controls to ensure secure airport operations and compliance with federal and other laws and regulations. The incumbent manages the Airport Security Program (ASP), compliance with Transportation Security Administration (TSA) regulations / directives, Airport rules and regulations, and related security compliance elements. Working closely with internal operating divisions and airport stakeholders, this role will establish and implement regulatory and operational policies and procedures in aviation security. The Aviation Security & Regulatory Compliance Manager will serve as the primary lead with TSA; represent the Airport on security matters; interface with all managerial levels of City & County government and outside agencies, airlines, and airport tenants; represent the airport in meetings involving administrative systems, policies, and procedures; and perform related duties as required.
Responsibilities
Develop, implement, and maintain procedures, administrative monitoring practices and controls of airport security and compliance programs in order to maintain secure airport operations and compliance with federal regulations and other laws and regulations.Manage and develop a high performance team focused on collaboration across the airport; plan, monitor, evaluate, and supervise the work of immediate employees to improve performance related to airport security and compliance programs.Direct the allocation of resources to achieve timely outcomes and measurable goals within budget; adjust plan and programs to meet emerging or new programs while continuing to address major departmental priorities.Manage security projects and programs, including technology development and vendor / systems management; approve changes to the access control system including requests for additional airport access.Direct and monitor expenditures in accordance with the approved budget including multiple complex contracts; analyze alternative and innovative solutions to recommend the most cost effective solutions to senior management; provide management with early warning and practical options to potential cost overruns.Evaluate events affecting security; proactively develop processes and procedures to enhance and improve the security and compliance programs; advise senior management on these matters; manage security investigations and approve written reports for compliance matters.Represent the Airport as the designated Primary Airport Security Coordinator (ASC) for all TSA correspondence including, but not limited to, Letters of Investigations (LOIs) and security matters; administer the Airport’s Security Program (ASP).Identify, develop, recommend, and implement aviation security and compliance policies and procedures to achieve security excellence throughout the airport; approve ASP amendments and change conditions; approve plans, procedures, drawings, and provide security related requirements for airport construction projects and existing facilities.Promote teamwork and innovation in airport security by demonstrating leadership consistency with established core values.Develop the vision and strategic planning for aviation security and compliance programs in order to deliver on the airport’s mission and overall goals; lead cross-functional work groups and committees to further the airport’s objectives.Review and analyze aviation security reports and audits; identify trends and systemic problem areas; develop and implement appropriate programs and corrective actions.Monitor and evaluate the effectiveness and efficiency of the aviation security and compliance program units, organizational structure, staffing levels, financial systems, and other internal operations; identify and recommend alternative approaches or improvements; implement revisions, adjustments, and changes.Serve as a liaison for the Airport with a variety of other City & County staff, industry leaders, policy-making officials, and officials of outside agencies; explain and justify procedures, policies, or programs related to aviation security and compliance; negotiate and resolve difficult and complex issues and problems.Qualifications
Education : Possession of a baccalaureate degree from an accredited college or university; ANDExperience : Five (5) years of professional-level experience in aviation operations, of which three (3) years must include airport or air carrier security management experience overseeing regulatory and compliance issues and three (3) years supervising professionals; ANDLicense and Certification : Possession of or ability to obtain a valid California driver’s license prior to employment.Desirable Qualifications
Strong background and experience interpreting and developing programs in compliance with TSA regulations, including Part 1542.Experience developing and delivering presentations to stakeholders of all levels within an organization.Program and / or project management experience.Demonstrated experience in high-quality judgment and sound decision-making capability.Demonstrated experience resolving difficult and complex issues or problems.AAAE Airport Certified Employee (ACE)-Security CertifiedAAAE Certified Member (C.M.)Excellent oral and written communication skills.Application Information
