The client is looking for one (1) .NET Web Developer III's to work 40 hours a week.

Will close to submissions on 10 / 23 / 2025 4 : 00PM CST

Top Skills (5) & Years of Experience :

Advanced level application development skillsets including analysis, design and development within Microsoft .Net Framework. (8+ yrs)

Coding experience in .Net framework with MVC including C#, VB.Net, JavaScript and Bootstrap. (8+ yrs)

Experience applying accessibility and security standards to custom applications. (6+ yrs)

Experience developing applications with Oracle databases including writing stored procedures and SQL. (8+ yrs)

Experience working in Azure DevOps including keeping work items updated in addition to code management. (4+ years)

Nice to Have :

Experience working at DNR or in another Government agency.

Experience working with Microsoft Suite, including SharePoint, Teams, Word, Excel, etc.

Experience with GIS, especially Esri JavaScript APIs.

Interview Process :

1st Round Interview will consist of a 60-minute in person interview, immediately followed by a technical exam for up to 30 minutes (1.5 hrs)

2nd Round Interview - A 60-minute in person interview.

Duration : Till 6 / 30 / 26 with possibility of extension on an annual basis.

Onsite or Remote? Candidates MUST be WI residents or willing to relocate to WI within 30 calendar days of start date. Local candidate preferred. Headquarters is downtown Madison, WI. Services to DNR must be physically completed within the State of Wisconsin including during remote work. Hybrid, On a weekly basis DNR is currently 60% remote and 40% in the office. Hybrid requirement is weekly not monthly. New contractor must start onsite for a five-day orientation / onboarding. Work cannot be conducted outside the United States.

Project details (project overview, who the contractor will work with, soft skills needed, etc.) :

This position will analyze, design, develop, test, implement and maintain solutions and features for applications in Microsoft .NET environment. It consists of development and providing support for existing applications as determined by project and maintenance priorities. Initially, work will be for the WisFIRS related applications. The position will work with supervisors, project managers, business relationship managers, developers and business customers. To be successful, the developer will need to take initiative and own tasks or products along with being self-motivating including excellent communications, time management, listening, collaboration, problem solving and adaptability skillsets.

The candidate must have proven work experience with application development, user interface

development for custom applications and database development. The person hired for this position

must work closely with team members and DNR Application Architect Lead for application solutions,

development plans, and ensure effective integration among information systems and the IT

infrastructure. This may include working with DNR approved third party technologies. An important

part of the position will be to understand the interactions between applications, and services within

the DNR environment, and evaluate the impact of changes or additions.

The candidate should be motivated to stay on top of technological advancements to ensure that

solutions are continuously improved, supported, and aligned with industry and agency standards as

well as emerging business requirements. The candidate must understand user and process

requirements and ensure those requirements can be achieved through high quality deliverables. The

candidate for this position will need to rely on experience and judgment to plan and accomplish goals

and be able to perform a variety of tasks.

Skillsets :

The most qualified candidate will have :

  • Advanced level application development skillsets including Analysis and Development within Microsoft.Net Framework.
  • Coding experience in .Net framework, VB.Net, MVC including C#, JavaScript and Bootstra .
  • Experience applying Object Oriented Design.
  • Experience applying Standard Security methods to custom applications.
  • Experience in SSRS / Power BI for developing reports.
  • Experience creating web API's.
  • Experience coding applications in Angular.
  • Experience developing applications with Oracle backend databases including experience writing stored procedures and SQL.
  • Experience working Azure DevOps including repositories, version control, and deployments.
  • Experience working in Visual Studio.
  • Experience following coding standards and best practices.
  • Experience with testing tasks such as identifying test scenarios, test data setup, execution, and documenting test results.

  • DNR Environment :

    DNR has a large number of .Net custom applications and very high usage of GIS applications interfacing

    with other state agencies, other states, partners and the federal government. This includes Web

    Applications, API's, Batch, GIS custom applications and reporting technologies :

    1. ASP.Net, .Net Framework 4.8, MVC, Angular, C#, Power BI / SSRS, GIS (ArcGIS, AGOL, VertiGIS,

    etc.), Oracle, JavaScript, Bootstrap, SharePoint, SFTP, Tableau, Visual Studio, Azure DevOps in the

    cloud, Batch and Web Applications.

    Job duties :

    This position will work at the direction of the DNR IT Custom Applications and Development Section

    Supervisors, DNR Application Architect Lead, Business Relationship Manager, Project Manager, and

    program Leads, utilizing DNR IT standards, software, and tools. Tasks of this position include, but are not

    limited to :

    1. Orienting self to current applications by reviewing code and working with others to

    understand the business needs.

    2. Identifying a solution / design working in collaboration with project team members.

    3. Coding programs and applications using DNR standards and guidance for best coding and

    database practices, adhering to security requirements. This includes any integrations with

    other systems.

    4. Provide maintenance and support for applications including troubleshooting and resolving

    issues.

    5. Assisting with deploying the web-based applications, batch jobs and reports.

    6. Working on priority tasks and keeping tasks updated with current status in Azure DevOps.

    Providing input on estimates / timeline for tasks.

    7. Attending project stand up meetings and providing feedback on tasks.

    8. Implementation of user interface changes / bug fixes based on feedback from team, users and

    testers.

    9. Creating clear and up to date documentation for the project's configuration and code base.

    10. Must enter timesheets weekly by deadlines.

    11. Must provide daily or weekly status reports as requested.

    12. Maintaining the backend Oracle database to support the needs of the applications including

    writing stored procudures and SQL statements.

    13. Structure code to meet standards for efficiencies and maintainabiltiy.

    14. Executing Unit and Integration testing the of applications by documenting scenarios and test

    results using DNR approved tools and processes.

    15. Managing code, version control, and CI / CD using Azure DevOps

    Developer will follow the standard development life cycle along with DNR standards and procedures for

    management and versioning of source code, file management and change management processes. The

    developer must look out for security concerns or issues when developing applications and follow security

    related protocols. Applications must be built and supported in compliance with Federal and State

    requirements.

    Additional Details :

    Must follow both State of Wisconsin and DNR Acceptable Technology, Access, and Security related policies as well as work guidance.

    Regular work hours are during business hours between 7 : 00 5 : 30pm. Should be available for after hour deployments.

    Must have reliable high-speed internet provided at own expense if working remotely.

    State holidays are not paid unless part of work agreement. No overtime and no weekend differential. Work on state holidays must be approved.

    At the end of the contract, the equipment must be returned. If it cannot be dropped off in person or if DNR Equipment is damaged during the contract, replacement and shipping is done at supplier's expense. If a equipment cannot be dropped off for computer replacements, the shipping is at the supplier's expens

    Pay rate : $50 / hr on W2.
