This is highly responsible, technical, and supervisory work including leading, planning, organizing, and directing the operations of the collection and distribution "systems" field crews. Management responsibilities include directing, managing, and controlling the operations for the collection and distribution systems in accordance with all applicable local, state, and federal regulations. Work is reviewed through the analysis and accurateness of written reports, conferences, systems performance, and observation. Position reports to the Field Operations Manager.

Essential Job Functions :

• Manages all phases of the operation and maintenance of the collection and distribution systems.
• Ensures that all activities are conducted in compliance with all applicable local, state, and federal regulations.
• Coordinates and oversees major and minor capital improvement projects.
• Represents Field Operations at City meetings as needed, including meetings conducted by the City Commission.
• Oversees Field Supervisors to help coordinate daily activities.
• Coordinates and oversees all safety training records for Field Operations.
• Leads, motivates, directs, and supervises the training of all Field Operations personnel.
• Participates in the selection, promotion, appraisal, and discipline of personnel.
• Maintains accurate and detailed records; ensures compliance with all applicable local, state, and federal regulations.
• Prepares and submits regulatory reports.
• Plans for necessary changes required to meet changing regulations.
• Prepares and controls the divisional expense budget and capital improvement programs.
• Recommends, reviews, and assists in preparation of all service contracts for Field Operations.
• Assists in the development of bid packages.
• Reviews and assists in the design of all modifications and expansions within the "systems".
• Encourages staff to maximize output. Identify and implement operational efficiencies.
• Oversees the establishment and maintenance of Standard Operating Procedures.

The work is moderate : exerting up to 50 pounds of force occasionally, and up to 30 pounds of force to move objects and up to 10 pounds of force constantly to move objects. Additional requirements include balancing, bending, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking. Position requires the operation of a City vehicle.

Emergency Response Responsibility :

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
