The Department of Public Health has an opportunity to join the Division of Public Strategy and Capacity Building (SCB) in the role of Quality Improvement Coordinator. The Division of Public Health Strategy and Capacity Building sets a clear course for DPH by aligning organizational plans and frameworks with organizational strategy to achieve an efficient public health department. We enhance organizational capacity by supporting staff with learning, collaboration, employee engagement opportunities, and through a process of continuous monitoring and improvementensuring sustainable growth and resilience. We also institutionalize organizational change through process improvement and project management, ensuring that leadership and staff are fully aware of DPH's strategy, and have the tools, processes, and information needed to meet the mission. Members of the Division of Public Health Strategy and Capacity Building operate in a highly collaborative manner that highlights the intersection and interdependency of the division's core functions. No core functions are completed independently from at least one other. The Division's integrated structure and combined functions set a strategic path to achieving organizational excellence. The Quality Improvement Coordinator (QIC) is responsible for working with programs and teams across DPH to lead quality improvement efforts including development, implementation, execution, education, data collection, analysis and reporting. This position will work closely with the Public Health Performance Manager (to be hired) to infuse the ongoing use of performance management and quality improvement throughout the health department to foster continuous improvement among staff.

Examples of duties include :

• Identify opportunities for quality improvement projects throughout the Department
• Implement or consult on quality improvement projects
• Update the Quality Plan annually to meet accreditation standards
• Facilitate training for staff on quality improvement methodologies
• Establish process that guides quality improvement efforts across the Department
• Support efforts to build a culture of quality across the Department

Minimum qualifications include a bachelor's degree and four years of related experience, or an equivalent combination of education and experience. Preferred qualifications include experience in applying recognized quality improvement methodologies and tools. Certification in Six Sigma or other quality improvement certification is a plus.

Selection and appointment will be based on the qualifications of each applicant, including education, experience, and answers to the supplemental questions. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire. The five top ranking candidates, based on the final grade, will be certified to the Department Director / Appointing Authority who will make the final decision. All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
