The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBOs) across New York City. Our primary goal is to effectively manage the available city, state, and federal funds to support a wide range of innovative, practical, and high-quality programs that have a positive impact on youth and communities. Under the supervision of the Senior Director of the Agency Payment Unit (APU), the Director of Operations, with the freedom to exercise independent initiative and decision-making, will assist the Senior Director in overseeing APU's administrative functions, which provide support to the unit to ensure payments are processed for over 2,100 Human Service contracts with an annual budget of approximately $1.1 billion. The Director will also manage a team of two Deputy Directors and six personnel. The operations team will be responsible and not limited to the following : managing RQC1s, initiating advances for all human service contracts, accrual clearing, reporting, RGF Loan Repayments, Fiscal Agent contract management, encumbrance linking, PASSPort invoice tracking, staff training, presentations for internal / external stakeholders, Program Expense Report Summary system log-in, Refunds / collections, FMS voucher corrections, and all other projects assigned by senior management. The Director's responsibilities will include but are not limited to : coordinating with the Deputy Directors to ensure all required tasks are followed up with and completed, serving as a liaison both internally and externally to help resolve cash flow issues related to the Human Service sector, preparing and establishing the necessary reports to execute and track the division's strategic goal accomplishments, preparing periodic ad hoc reports as requested, managing evaluations, tasks, standards, attendance, time, and leave, and all personnel-related issues for the team.
