The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. Under Local Law 199 of 2019, the Department of Sanitation is required to implement a program known as Commercial Waste Zones (CWZ), which transfers the regulation of private waste haulers to the Department of Sanitation. The Director of Commercial & Environmental Enforcement will oversee and administer the Department's regulatory and enforcement functions governing the commercial waste industry. The Director will supervise approximately 50 uniformed and non-uniformed staff and will be responsible for ensuring compliance with applicable laws, rules, and Department policies across the City's commercial waste operations. This position is located within the Bureau of Commercial Waste (BCW), which falls under DSNY's Strategic Initiatives. The Director will coordinate closely with executive leadership to ensure enforcement and permitting activities support agency priorities, including the effective regulation of the commercial waste industry, oversight of transfer stations, and enforcement actions against non-compliant operators. Duties will include but are not limited to :

• Commercial Waste Vehicle Compliance & Enforcement - Direct the inspection and enforcement program for commercial waste vehicles, including issuance and review of violations, summons activity, and Notices of Violation (NOVs). - Oversee uniformed personnel responsible for commercial waste vehicle compliance. - Ensure alignment of enforcement efforts with CWZ operations and Carter oversight.
• Transfer Station Permitting & Oversight - Oversee the end-to-end permitting workflow for transfer stations, including application intake, fee processing, permit issuance, renewals, and permit amendments. - Monitor permittee compliance with environmental and operational standards; coordinate inspections and follow-up corrective actions as needed. - Review required regulatory reports from permitted facilities, including quarterly reporting; track submissions and initiate compliance actions for delinquent or deficient reports. - Coordinate with internal DSNY divisions and external oversight bodies on permitting matters, including issues involving material recovery operations and hazardous waste handling in accordance with applicable laws and regulations.
• Environmental Inspection / Police Unit Operations - Supervise, manage, and evaluate a team of uniformed personnel engaged in environmental inspection and enforcement duties. - Ensure compliance with applicable local laws and rules, including Local Laws 79 and 75. - Establish and maintain operating procedures for inspections, evidence collection, safety protocols, and uniformed deployment. - Prepare routine program reports (e.g., activity summaries, enforcement metrics, compliance trends) and brief leadership on issues requiring action. - Represent DSNY in meetings with industry stakeholders and oversight agencies regarding compliance, permitting, and enforcement matters.
