- Please note that the home base for this position is HACC Gettysburg but the position primarily services students in Adams and York Counties requiring travel to those counties.

The Migrant Education Recruiter-Student Support Specialist-Parent Involvement Specialist is responsible for identification, recruitment, enrollment of eligible migrant children, and out of school youth in accordance with the Migrant Education state and local site recruitment plan. They will also be responsible for working with schools and service agencies to advocate and assist all students in developing self-concepts, educational competencies, etc. to become responsible and productive members of society. The Parent Involvement Specialist provides support to the parents to help meet the student's needs. This is a grant funded position.
Required Qualifications :
High School Diploma or EquivalencyBilingual, in Spanish or Creole preferredMust hold a valid driver's license in the individual's state of residenceQualifications Desired :
Bachelor's degree in education, or related areaPA Instructional CertificateExperience with accessing regional support services1-3 years of previous experience as a teacher or caseworker or other experience involving the direct services to children and young adultsWorking knowledge of Migrant Education Program and servicesEssential Functions and Responsibilities :
Visiting employers, schools, migrant families and agencies for referrals and follow-upsMaintain a working knowledge of guidelines, regulations, and procedures relevant to the Migrant Education ProgramDevelop and maintain an understanding of educational initiatives, developmentally-appropriate programs, government and social services which are available for migrant students, and multicultural awareness issues, as appropriateProvide instructional support and intervention for students through their schools, homes, and appropriate service agenciesMaintain a positive working relationship with appropriate stakeholders, funding agents, and IU5 staffAct as an advocate for the Migrant Education Program and migrant students by explaining the components of the program to parents, schools, government, social service agencies, and other appropriate community agenciesMaintain all required and appropriate records and necessary documentation accuratelyProvide summer enrichment for children in their homes or coordinate enrichment activities through other agencies during the summer, as appropriate for the child and familyInterpret and translate (oral or written) for parents, staff, and school personnel as a supplemental service as neededEncourage and track migrant children ages 3 through 21 relative to their successful experience with school regarding attendance, class performance, and gains in testing, progress toward graduation or kindergarten readinessAssess the accomplishments and progress of students on a regular basis, provide reports as required, and through collaboration, refer issues and concerns to the appropriate agency(ies)Maintain effective communication with and provide regular program updates to the Supervisor of School Improvement Services - Federal and State ProgramsInvolve parents in an organized, ongoing, and timely way with the implementation of the Migrant Education Program through planning, implementation, and evaluationCoordinate and plan, with local Parent Advisory Council (PAC)Coordinate and facilitate parent meetings four times per yearMeet with the local Parent Advisory Council every other monthAttend state wide Parent Advisory Council meetings one-two times per yearPerform other duties as assignedPerformance Factors / Job Competencies :

This job operates in a professional office environment. Incumbent must be able to sit at desk or in a vehicle for extended periods of time. This role routinely uses standard office equipment with a vast majority of the time utilizing computers to complete daily tasks. Due to travel outside of the home office, candidates are required to have a vehicle and valid driver's license to attend job related duties, meetings, seminars, and trainings.
