Strategic Planning & Performance Analyst

Town of Apex invites applications for the position of Strategic Planning & Performance Analyst.

About This Position : This is a professional position working independently at an advanced level to support the development, implementation, and evaluation of Town-wide and departmental strategic plans, ensuring alignment with organizational goals and priorities. This position monitors and reports on program performance, facilitates data-driven decision-making, and develops tools-such as dashboards and public engagement materials-to communicate progress both internally and externally. In addition to performing the work of a strategic planning and performance analyst, an incumbent in this position leads complex, and often politically sensitive, program evaluation requiring considerable independent professional judgement and initiative. Work involves significant contact and collaboration with Town departments and Town management.

A Sample Of The Essentials :

  • Lead the development, implementation, and ongoing refinement of Town-wide and departmental strategic plans in collaboration with administration and department leaders;
  • Monitor, evaluate, and report on the performance of Town programs and services, aligning progress with strategic goals and recommending improvements where necessary;
  • Develop and maintain internal dashboards using data visualization tools (e.g. PowerBI, Tableau) to track performance metrics, highlight departmental accomplishments, and identify areas for process improvement;
  • Develop internal communication strategies to ensure Town staff understand their department's strategic priorities and their role in achieving them;
  • Create interactive tools and communication materials to engage and inform the public on the Town's strategic goals and performance outcomes;
  • Author performance and strategic planning sections of the Town's annual budget, detailing departmental metrics, accomplishments, and alignment with Gameplan Apex goals;
  • Facilitate regular collaboration with directors and department staff to update strategic plans, assess data, and identify opportunities for enhanced service delivery;
  • Assist departments in aligning their strategic plans and performance targets with budget planning to support data-driven justification for resource allocation;
  • Interacts and presents regularly with internal departments, senior management staff, Town Management and Town Council;
  • Performs other related duties as required and assigned.

What You'll Need : Bachelor's degree in public administration, public policy, business administration, or a related field and a minimum of one (1) year of responsible experience working in the public sector; or acceptable combination of experience and education. Preferred Qualification : A master's degree in public administration, public policy, business administration, or related field.
