PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain : exploration, production, industrial processing / refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Job Purpose

The Field Safety and Event Team Lead is responsible for leading a team of Field Safety Representatives (FSRs). This role ensures the effective implementation and continuous improvement of critical safety systems, including but not limited : to permit to work, confined space entry, lockout / tagout, hot work, and hazard communication.

This role is also responsible for developing and maintaining comprehensive safety plans for all site events, including Turnarounds, ensuring these plans are aligned with operational goals, regulatory requirements, and best practices in risk mitigation and emergency preparedness.

Accountabilities & Responsibilities :

  • Supervise daily operations of the Field Safety team.
  • Assign and oversee SME responsibilities among FSRs, ensuring procedures remain compliant and aligned with regulatory changes and industry best practices.
  • Monitor regulatory and industry developments to inform safety program improvements.
  • Provide coaching to FSRs and ensure assurance findings are effectively communicated to Operations and Maintenance leadership.
  • Analyze safety performance data to identify trends and recommend improvements.
  • Interface with regulatory agencies during inspections or investigations.
  • Deliver performance evaluations for Field Safety Representatives (FSRs), including mid-year and end-of-year reviews, and manage ongoing performance development and accountability for the team.
  • Collaborate with Operations, Maintenance, Projects, and Turnarounds leadership to address and resolve safety concerns proactively.
  • Develop and maintain safety plans for all site events, including Turnarounds, ensuring alignment with operational and regulatory requirements.

Job Knowledge, Skills & Experience

Key qualifications :

  • Demonstrated experience in using safety data for performance improvement initiatives.
  • Experience integrating safety efforts into large, cross-functional teams or business operations.
  • Strong IT skills including training others on IT applications
  • Strong verbal communication skills including experience facilitating meetings and learning activities, with a particular emphasis on delivering engaging and effective training.
  • Strong written skills including the ability to document incidents properly and effectively.
  • Experience requirements :

  • Minimum 5 years of experience in safety, emergency response, industrial hygiene, or related fields.
  • Preferred- Bachelor of Science in related field
  • Strong knowledge of OSHA regulations (29 CFR Parts 1910 & 1926).
  • Familiarity with other applicable regulations and agencies (DOT, USCG, EPA, TDSHS, TCEQ, TGLO).
  • Experience with behavioral-based safety (BBS) programs.
  • HAZWOPER certification in accordance with 29 CFR 1910.120.
  • Understanding of NFPA, API, and other industry standards related to safety and emergency response.
  • Strong communication and stakeholder engagement skills across functions and organizations.
