Flight Services Manager

This National Guard position is for a FLIGHT SERVICES MANAGER, Position Description Number NGD1457000 and is part of the 114 OSS FT. This is a Title 32, Dual-Status position.

Responsibilities : As a FLIGHT SERVICES MANAGER GS-2150-11, you will :

• Manage, direct and oversee the operation of all airfield activities and facilities under jurisdiction of the air base.
• Coordinate with all applicable agencies, base flying activities and transient military aircrews and aircraft as well as civilian aircraft utilizing ANG facilities.
• Provide direct support to aircrews as an integral part of our nation's air traffic control system.
• Perform, plan, develop, administer, and conduct services required of a Flight Service Section and an Airfield Management / Base Operations function.
• Directly supervise several other separate, however, distinct functions within the Operations Group.

NATIONAL GUARD MEMBERSHIP IS REQUIRED : This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

COMPATIBLE MILITARY ASSIGNMENT : Selected individual must be assigned to a compatible military position (up to SMSgt). Aptitude scores can be checked on the vMPF or at the Customer Service in the Force Support Squadron and physical profile in the medical squadron. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised.

GENERAL EXPERIENCE : Experience, education, or training interpreting, explaining, and / or applying a variety of regulations and procedures. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Knowledge, Skill, and Abilities (KSAs) : Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training.

Knowledge of performance characteristics, capabilities, and limitations of unit aircraft; USAF and federal flying regulations; communications procedures; and other air operations to make appropriate decisions related to management of the ANG owned / operated / controlled ramp, taxiway and airfield facilities. Knowledge of maintenance and safety issues as they relate to airfield management. Skill to review work projects and ensure they are in compliance with existing safety standards, FAA guidelines and Air Force / Air National Guard instructions. Skill to develop, administer, and monitor the flight line drivers program.
