DIRECTOR OF HUMAN RESOURCES

REPORTS TO : Superintendent

POSITION SUMMARY : Responsible for personnel, employment, and certification related matters for the school district. Manages and directs staff in the recruitment, selection, and recommendation for hire of school system employees. Develops and implements human resources initiatives involving recruitment, retention, evaluation, wellness, and development of employees. Responsible for implementing the district's strategic plan as it relates to the goals and initiatives for the high quality workforce area.

MINIMUM QUALIFICATIONS :

  • Master's Degree required.
  • Educational Leadership certification at the Master's Degree level OR Professional Human Resources Certification or License
  • Five (5) years of school level or central office administrative experience
  • Experience in school system human resources, personnel, or administration is preferred.

KNOWLEDGE, SKILLS, & ABILITIES :

  • Knowledge of federal, state, and local human resources laws, rules, and regulations.
  • Knowledge of school board policies and procedures in personnel and employment.
  • Exceptional written and oral communication skills.
  • Decision making; flexibility; problem solving and analytical skills.
  • Ability to conduct personnel investigations and counsel staff regarding disciplinary action.
  • Ability to develop and implement district level initiatives and procedures.
  • Ability to take initiative and make recommendations affecting employment matters.
  • DUTIES AND PERFORMANCE RESPONSIBILITIES :

  • Provides direction and leadership in the development, interpretation, and implementation of personnel procedures for the recruitment, selection, and assignment of school personnel.
  • Develops, reviews, and implements procedures for the recruitment, selection and assignment of school personnel.
  • Ensures that personnel records and files, including criminal backgrounds, employment references, personnel information, certification, educational, and medical records, applications, interview and selection materials, and all other personnel related files are maintained and stored in a confidential and secure manner in accordance with state law and records retention procedures.
  • Works with peer leadership and building level administrators to ensure that guidelines are met regarding certification, highly qualified, and professional requirements of employees relative to teacher quality and mandates.
  • Serves as district contact person for all legal personnel issues including ethics, disciplinary action, and professional requirements of staff.
  • Counsels and advises staff on employment and personnel matters.
  • Ensures that job descriptions are maintained and updated as needed for new and existing positions within the school system.
  • Reviews job descriptions, job postings, job qualifications, and salary recommendations to determine if positions are advertised and filled accurately and appropriately.
  • Studies personnel needs and works with sources of supply in filling personnel vacancies.
  • Determines schedule for recruitment of prospective teachers on college campuses and state and regional job fairs.
  • Monitors completion of personnel, vacancy, and occupational surveys for CPI, OCR, DOL, DOE, and other federal and state reporting.
  • Develops appropriate recruitment media and materials for print, media, and website.
  • Develops procedures for interviewing, hiring and selection of prospective employees.
  • Develops workflows, forms, and processes for all employment changes processed in the district including hiring recommendations, transfers, resignations, separations, etc.
  • Develops electronic processes for hiring recommendations, references, and onboarding documents.
  • Manages the application process, including the online application and applicant tracking system and maintains a system for handling applications and other sensitive pre-employment and background information.
  • Develops and implements a system for investigating the background and obtaining references on individuals considered for employment.
  • Works with principals and supervisors during the interview and selection process and ensures that proper and legal hiring procedures are followed.
  • Makes recommendations to the Superintendent regarding individuals to be approved by the Board of Education for employment.
  • Participates and cooperates with other school districts in recruiting efforts and best practices in human resources.
  • Supervises employee reporting and submission of quarterly Certificated and Classified Personnel Information Report (CPI) to GaDOE.
  • Supervises the certification process in terms of the certification of teachers, paraprofessionals, and administrators and serves as a liaison between staff, GaDOE and GaPSC.
  • Serves as system contact person for issues related to legal and professional requirements of employees and monitors and establishes procedures to ensure that necessary legal requirements are met (Loyalty Oath, Immigration Forms, Evaluation Forms, etc.).
  • Prepares routine and special reports for the Superintendent and other groups on the status of personnel in the system.
  • Monitors the substitute management process and ensures that there is an active roster of substitute teachers on file and reviews and approves long-term substitute recommendations for eligibility.
  • Prepares monthly personnel recommendations to the Board of Education regarding employment, reemployment, transfers, separations, and terminations of employment.
  • Supervises the preparation of separation notices and responds to unemployment claims on behalf of the district.
  • Serves as finder-of-fact for board attorney in discipline and dismissal cases.
  • Serves as liaison between system and the Georgia Professional Standards Commission regarding all ethical and disciplinary issues.
  • Counsels with staff as requested and provides an open-door policy so that school personnel feel welcome to discuss concerns and problems affecting their job performance and employee morale.
  • Assists principals and supervisors in handling personnel problems at the school or department level.
  • Makes and reviews recommendations for disciplinary action and termination of employees to hiring managers and Superintendent.
  • Supervises contract renewal and professional recommendation process for all certificated professional staff.
  • Manage the system's workers compensation program.
  • Manages the employee transfer process (voluntary and involuntary) for all staff in the district and provides transfer eligibility information to administrators.
  • Serves as a District Super User and liaison for GaDOE to manage, issue, and update TKES / LKES / Georgia Leads accounts and troubleshoot issues for certificated teachers and building administrators in the district.
  • Serves as district contact for all certificated grievances, harassment complaints, and performance evaluation rating complaints and concerns.
  • Manages and oversees the employee evaluation process to ensure that all employees are evaluated and evaluation forms are submitted on an annual basis and advises and confers with administrators and staff regarding the TKES and LKES process for certificated employees.
  • Oversees the implementation and management of the employee wellness and EAP initiatives for the district.
  • Shows initiative and assumes responsibility for all aspects of job duties; performs routine duties and tasks with little or no direct supervision.
  • Maintains confidentiality of all personnel records and files within the human resources department.
  • Consistently operates and performs duties and responsibilities in an ethical manner and adheres to professional ethics as documented by the Georgia Professional Standards Commission.
  • Demonstrates loyalty to the school system, its students, teachers, and administrators.
  • Participates in professional organizations, workshops, and professional development activities and applies what is learned to enhance leadership skills.
  • Is present at work, on time, and performs all duties as assigned effectively and efficiently.
  • Performs other duties as assigned by the Superintendent.
