The primary location for this position is in McLean, VA or Windsor Locks, CT. Additional locations would be in Redondo Beach, CA, Gilbert, AZ or can be fully remote or teleworker. The position will require 50-75% travel to vendor and other sites (depending on location). The Program Subcontract Manager will be responsible for all cost, schedule, and technical performance of the Active Thermal control systems of HALO aligned to the subcontracted efforts and will be accountable to ensure that all technical requirements are met, while meeting cost and schedule commitments. Will also direct the efforts of the supplier management team consisting of a Cognitive engineer, Supplier Contract Administrator and Supplier Performance Specialist while coordinating with their CAM, IPT, Integration and Test, Business Management and Scheduling. / ppThe selected candidate will report to the Business Unit Global Supply Chain Leader and will provide regular status on Subcontract performance to NG program management, IPT lead and the NASA customer. In particular, the Program Subcontract Manager will assist the IPT lead to ensure spacecraft thermal needs are met to produce a compliant design within cost and schedule constraints. In this role, the successful candidate will have experience in management of spacecraft vehicle design and integration efforts, program management, risk management, and have strong organizational, technical, and programmatic skills. / ppResponsibilities include : / pulliLeading and directing the cross-functional Supplier Management Team (SMT) to manage supplier(s) to meet program cost, schedule, and technical performance objectives / liliParticipating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions / liliManagement of the Subcontract baselines - including subordinate elements of the Subcontract and measuring and reporting supplier program performance in executive settings / liliWork with CAM IPT for Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost schedule control methodologies and tools / liliConducting risk opportunity management practices including identification, mitigation, and realization / liliAdherence to all internal processes, policies, and applicable industry standards / li / ulpBasic Qualifications : / pulliBachelors degree and 8 years - OR - Masters and 6 years of relevant experience supporting U.S. Government contracts / subcontracts and customers and / or program / project management in other related industries / lili3 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager / lili2 years of demonstrated success leading teams / and or organizations to achieve a common goal / liliMust be able to obtain and maintain a security clearance / li / ulpPreferred Qualifications : / pulliFamiliarity and application of NG program management processes, tools, and programs / liliFamiliarity with thermal control systems including pumped coolant loops and thermal radiators / liliFamiliarity with Class A space missions and spaceflight hardware design integration / liliExperience with Firm Fixed Price contracting and change management / li / ulpPrimary Level Salary Range : $151,500.00 - $263,200.00 / ppThe above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
