Construction Maintenance Lead

The Construction Maintenance Lead is considered the Foreman and directs coordinates, performs skilled street maintenance and construction, snow removal, and / or waste collection, and does related work as required. The employee in this classification does both manual and coordination work as a lead person responsible for other employees. Under general supervision, the Lead is accountable for employees, tools, and equipment assigned to his / her crew. The employee assigns specific jobs and duties within his / her crew and has the responsibility to see that they are efficiently and correctly performed. The work often necessitates on-the-spot decisions, although general supervision and direction are exercised by department supervisors. The employee in this class operates vehicles and other equipment which requires special skills as well as a Commercial Driver's License (CDL). In addition, this position is required to work snow and ice control and other emergencies multiple days in a row including nights, weekends, and holidays.

Coordinates crews which perform extensive sewer, manhole, storm inlet, asphalt and concrete pavement repairs and curb and gutter grading projects.

Coordinates and performs street maintenance and construction and / or waste collection.

Plans, assigns and coordinates crews engaged in plowing, salting, and drift control.

Performs snow and ice removal for periods of up to 18 hours several days in a row including weekends and holidays.

Enforces City work and safety rules; advises work crews of necessary safety precautions.

Trains and evaluates crew members in proper work methods.

Enforces quality control and production standards established by supervision.

Checks roads for determination of repairs; maintains and prepares accurate and neat records, documents, information, time and equipment reports.

Performs duties of Dispatcher in his / her absence.

Carries out Digger's Hotline duties.

Coordinates crews which install signs, paints or applies plastic road markings according to traffic engineering specifications.

Coordinates and performs the routine maintenance of buildings and equipment.

Could supervise yardwaste curbside collection and crack filling.

May coordinate several crews concurrently.

Coordinates construction techniques and is responsible for tools, equipment and work of other employees.

Operates and coordinates the operation of specialized tools and equipment such as excavators, front end loaders, dumptrucks, sewer flushers, jackhammers, compactors, concrete saws, rollers, skid-steer loaders, tractors, garbage trucks, salt conveyors, material spreaders, chain saws, cutting torches, mowers, paint machines, paint line removers, levels, transits and other tools and equipment typically used in the construction trades.

Inspects and accurately reports or documents status of street conditions or construction progress. Maintains inventories on computer or tablet.

Coordinates the proper use and care of tools and equipment used in performing these duties.

Does related work as required.

Education, Training and Experience :

  • High school diploma, HSED or GED.
  • Three years of experience in performing skilled and unskilled construction tasks.
  • Three years commercial experience with concrete or sewer repair.

Knowledge, Skills and Abilities :

  • Considerable knowledge of street maintenance repair procedures, tools and equipment.
  • Technical knowledge and understanding setting forms, sewer pipes, manhole barrels and inlet castings at the proper grade and elevation.
  • Ability to establish proper grades for sewer tiles, manhole and inlet castings, concrete forms, landscaping and asphalt repairs.
  • Ability to interpret grade stakes, elevation points and work off of blueprints.
  • Ability to read blueprints and complete jobs to within stated specifications.
  • Thorough knowledge of confined space safety procedures and requirements.
  • Ability to properly enter a confined space such as a manhole to inspect or perform related repairs.
  • Ability to work in dirty, potentially dangerous situations using proper safety equipment and procedures.
  • Thorough knowledge of trench safety procedures and requirements.
  • Ability to perform complicated math calculation and estimate quantities of materials such as trench backfill, concrete volumes, weight limits, and asphalt tonnage.
  • Considerable knowledge of occupational hazards and safe work practices.
  • Considerable skill in the operation of appropriate construction or maintenance equipment.
  • Ability to follow and give simple oral and written directions.
  • Ability to plan and coordinate the work of others.
  • Ability to train crew members in proper work methods.
  • Ability to motivate other employees, meet production goals and get along with others.
  • Ability to make minor repairs and adjustments to equipment.
  • Knowledge of waste collection practices.
  • Ability to respond to year around emergency overtime calls on short notice regardless of weather conditions.
  • Ability to work up to 18 hour shifts several days in a row including weekends and holidays.
  • Ability to perform strenuous work activities for extended periods.
  • Good attendance, initiative, resourcefulness, judgment, dependability, thoroughness, tact and courtesy, endurance and good physical condition.
  • Ability to handle reasonably necessary stress.
  • Physical Requirements :

  • Task involves the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pound) items and occasionally very heavy (100 pounds or over) items; or may involve the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both; or the sustained operation, on a production basis, of such devices.
  • Task involves the frequent use of coordinating and manipulative skills in performing a variety of tasks with the full range of hand tools and shop equipment; or the skilled and complex operation of heavy equipment calling for adherence to exacting standards of depth, grade, dimensions, and contours.
  • Environmental Requirements :

  • Task requires that work be performed in adverse environmental conditions.
  • Sensory Requirements :

  • Task requires visual, color, depth, texture, sound, and odor discrimination.
  • Additional Requirements :

  • Must possess a valid driver's license and good driving record.
  • Possession of a valid Class B commercial driver's license (CDL) with no restriction for air brake operation is required at the time of application. Class A CDL with tanker N endorsement is preferred at the time of application but is required to obtain within six (6) months of start of employment.
  • Method of Selection :

    Applicants' education, training and experience will be analyzed. Written, oral and / or proficiency exams may be required to establish eligibility. A written examination will be given in order to determine if the applicant has the necessary knowledge, skills and abilities. Appointment to the position will be in accordance with City policy and the Civil Service Rules and Regulations. The City reserves the right to further evaluate only those applicants who best meet the needs of the City.
