Deputy CIO, Operations & Service Delivery - Information Solutions

Overview

The Deputy CIO - Operations & Service Delivery Systems (IS) will lead enterprise-wide operational strategy, performance, and service delivery for all Information Systems functions within a large, complex academic health system. Reporting directly to the Enterprise CIO, the leader will drive operational excellence, align IS with clinical, academic, and business priorities, and build a high-performing team across all IS domains. This executive will oversee IS service management, performance measurement, value realization, and change management, ensuring that technology investment decisions deliver measurable business impact. The IS COO will optimize service delivery and sustain a culture of continuous improvement, serving as a key partner in translating enterprise strategy into operational execution. The ideal candidate brings deep IT operations experience in healthcare, strategic leadership, cross-functional collaboration, and operational rigor. This role is well-suited for a former CIO or senior IT executive from a smaller healthcare organization seeking to scale impact within a leading academic health system.

Key Responsibilities

• Lead IS Operational Strategy – Design and execute IS operations and service delivery to achieve measurable improvements in performance, efficiency, and alignment with health system goals.
• Redesign IS Service Management Framework – Lead service rationalization, intake and demand management, and capacity planning to optimize delivery and improve service quality, efficiency, and responsiveness.
• Partner with Enterprise PMO (EPMO) to manage project execution for Intake, Demand and Capacity Management.
• Establish and Manage the IS Value Management Framework – Implement a comprehensive financial and operational reporting model covering labor, cost, performance, and user experience, ensuring visibility into TCO and ROI through regular business reviews.
• Optimize IS Portfolio and Governance – Define and implement standards and operational playbooks with the EPMO for strategic initiatives, portfolio execution, and enterprise governance practices, ensuring alignment with priorities and measurable outcomes.
• Oversee Core IS Functions – Provide executive leadership for Performance Management, Change Management, Budget & Finance, Enterprise Training, and IS Marketing & Communications.
• Drive Operational Efficiencies and Transformation – Identify and execute opportunities to streamline services, including application rationalization and workforce optimization, with talent management strategies to deliver gains in efficiency and readiness.
• Stakeholder Engagement and Collaboration – Serve as IS point of contact for strategic projects and manage relationships with regional health network partners to ensure alignment and measurable value.
• Ensure Business Continuity and Clinical Integration – Partner with clinical and business leaders to safeguard EHR integrity, ensure system reliability, and maintain downtime procedures for all systems.
