Under the general direction of the Accounting Administrator I (Supervisor), the Senior Accounting Officer (Specialist) independently performs difficult professional accounting duties, acts as a subject matter expert for CalATERS, Concur, and FI$Cal. The incumbent will audit and process travel reimbursement claims, reconcile department-paid (airfare, hotel, car rental, toll, Uber4Business) charges. Independently performs analytical, reconciling, planning, and financial reporting duties at a more complex difficulty level, in accordance with Accounting and Fiscal Services Section (AFSS) guidelines, State Administrative Manual (SAM), the Uniform Codes Manual, Generally Accepted Accounting Principles (GAAP), State Controller's Office (SCO) policies, and applicable State and Federal laws.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

Under Government Code 14200, this position is a hybrid, in-office / telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and / or cancelled at any time. Incumbent must live and work in California. All commute expenses to the reporting location will be the responsibility of the selected candidate.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

Open-spaced partitioned office, use of a computer up to 70% of the time on the FI$Cal Accounting System and various software applications (i.e., Microsoft Excel and Word). Must be able to use various office machines : computer, copier, scanner, etc. During peak times including year-end processing, request for leave will be limited and approved on a case-by-case basis and may require excess hours to be worked. Work pre-approved overtime when necessary to meet deadlines.

    Department Information

    The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.

    These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

    The Department is located in a modern, sustainable and innovative office building at 1215 "O" Street, Sacramento, California. Some amenities of the building include :

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate :

    Knowledge of : Advanced (intermediate-level knowledge) knowledge of Microsoft Word, Microsoft Excel, Microsoft Outlook. Understanding of California's governmental accounting practices and policies, particularly those related to travel.

    Ability to : Analyze data and situations. Draw sound conclusions accurately and adapt an effective course of action. Prepare clear, complete, and concise reports upon request. Identify and implement process improvements through excellent interpersonal and communication skills. Highly motivated with good organizational and time management skills. Ability to manage multiple priorities with short deadlines. Ability to work under pressure to meet deadlines.
