The Bureau of Health Equity Capacity Building (HECB) works to build community power and capacity to address health inequities and the social determinants of health. We apply a place-based anti-racist public health strategy grounded in community partnerships investments in frontline workers and neighborhood-centered resilience and response efforts.

Position Summary :

Under the direction of the Executive Director of Community Resiliency and Response the Senior Director of Queens and Staten Island Neighborhood Health will oversee a Bureau-wide place-based strategy with a specific focus on advancing health equity in Queens and Staten Island NYCs only two boroughs without a physical Neighborhood Health Action Center (NHAC). This position will lead cross-sector partnerships guide community programming and manage place-based investments that strengthen hyperlocal health infrastructure with a focus on populations most impacted by structural racism and health disparities.

The Senior Director will lead strategic planning oversee program implementation and supervise staff and contractors across boroughs to advance the Bureaus mission to build community capacity and power in Queens and Staten Island. They will be responsible for developing and executing initiatives that embed culturally responsive services into neighborhoods integrate CHWs into local systems and align community voice with public health policy and the event of a public health emergency this position may be reassigned to emergency roles as deemed necessary by the agency.

Job Duties and Responsibilities :

  • Lead the planning implementation and management of HECBs Neighborhood Health Services portfolio with a focus on Queens and Staten Island.
  • Lead coordination with the Bureaus of Neighborhood Health (BNH) to ensure a harmonized and strategic approach to place-based programming.
  • Direct place-based strategies leveraging an existing evidence-base including CHW-led initiatives emergency preparedness response and resiliency and neighborhood-level policy advocacy and research on Queens and Staten Island.
  • Cultivate and manage strategic partnerships with community-based and faith-based organizations cultural institutions academic and research institutions public housing authorities healthcare providers and other city agencies.
  • Lead site development and co-location planning in under-resourced neighborhoods such as Far Rockaway Jamaica and the North Shore of Staten Island.
  • Ensure coordination and alignment across Divisional sister bureaus bureau-specific CBOs and contractors to deliver trauma-informed equity-centered services.
  • Oversee community engagement and public education initiatives in collaboration with NYCHA in priority neighborhoods and with priority populations.
  • Manage contracts program budgets scopes of work and performance deliverables in accordance with city procurement guidelines.
  • Lead continuous quality improvement efforts that center community voice and equity and research-based methodologies centered on programming on Queens and Staten Island.
  • Support agency-wide community resilience and emergency response efforts; contribute to cross-agency working groups and planning tables.
  • Prepare research reports presentations and public materials summarizing impact reach and key metrics.
  • Supervise a team of program directors managers and staff overseeing program delivery partnership development and local engagement activities for place-based and strategic programming on Queens and Staten Island. Foster a team culture that promotes collaboration racial equity accountability and continuous improvement.

Preferred Skills :

  • Masters degree in Public Health Urban Planning Social Work Public Administration or related field preferred
  • Minimum of 10 years of experience in public health community planning or nonprofit leadership with at least 7 years in a senior leadership or program management role.
  • Strong background in health equity systems change and community-led program design.
  • Experience leading programs in BIPOC communities and / or underserved geographies.
  • Knowledge of trauma-informed practices and public health emergency response.
  • Demonstrated success managing large multi-site teams and city-funded contracts.
  • Proven ability to cultivate partnerships with CBOs FBOs CHWs and government partners.
  • Excellent communication facilitation and project management skills.
  • Proficiency in managing complex budgets timelines and performance indicators.

    Qualifications :

    1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.

    To be appointed to Assignment Level II and above candidates must have :

    1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or

    2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

    3. Education and / or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

    NOTE : Probationary Period

    Appointments to this position are subject to a minimum probationary period of one year.
